Chubut inicia un nuevo diálogo por la ley de minería para la Meseta Central

Este 20 de enero comenzó nuevamente a trabajar la mesa de diálogo para discutir la ley 128/20 que se hallaba suspendida por los distintos reclamos de una parte de la población, que a priori, se encuentra en disconformidad con la actividad minera. La ley trata sobre la re zonificación que permita impulsar la industria y la matriz productiva de la provincia, que como le pasa a muchas, necesita crear empleo y riqueza propia en cada región. Chubut no es la excepción, y a pesar de las resistencias locales de algunos grupos, se volvió a poner en agenda este tema.

El encuentro, que se realizó de manera virtual, contó con la participación de funcionarios del Gobierno del Chubut, entre los que se hallaban los ministros de Hidrocarburos, Martín Cerdá; y de Ambiente y Control del Desarrollo Sustentable, Eduardo Arzani, además de la subsecretaria de Minería, Cecilia Domínguez. También participó el secretario de Ciencia, Tecnología, Innovación Productiva y Cultura, Mauro Carrasco.

Los funcionarios detallaron las características del proyecto de ley, explicando los alcances de la zonificación que se propone para la Meseta Central, poniendo énfasis en la aplicación de los controles estatales y ciudadanos para el cuidado del ambiente, y en el incremento de los efectos multiplicadores que la industria minera traería a la provincia. La ley, por cierto, contempla el control estatal no sólo desde el inicio de la actividad minera, sino también, una vez terminada la misma, encara, juntos con las empresas beneficiarias, los procesos de remediación de pasivos ambientales que pudieran quedar, así como una recomposición y mejoramiento del ambiente, por lo que no se entiende bien cual es el núcleo de la disconformidad, salvo que un lo lea en clave política, en dónde las propuestas técnico ambientales son sistemáticamente ignoradas.

Por su parte, la Red de Académicos por el Desarrollo de una Minería Sustentable, emitió un comunicado, firmado por científicos de distintas disciplinas, en donde expresa su apoyo a la disposición al dialogo, como un paso necesario para establecer las “bases para una ampliación de la matriz productiva de la provincia”, apuntaron desde la red.

“Entendemos que el Diálogo, como instancia y herramienta superadora, puede fortalecer y enriquecer el debate interno sobre fundamentos técnicos y científicos sólidos, por lo que invitamos a la sociedad chubutense a participar activamente de las mesas de trabajo y debate que se organizaron a tal efecto. Estamos convencidos de que este proceso puede ser la base fundacional para que los ciudadanos de Chubut decidan responsablemente el Modelo de Desarrollo Económico y Productivo que puede brindar trabajo y oportunidades para todos” hicieron saber desde la Red de Académicos que nuclea a científicos y científicas prestigiosos de distintas ramas del saber.

Las instancias de diálogo se volvieron a abrir y eso es bueno. No siempre es fácil llegar a acuerdos, y seguro no todos salgan conformes con los resultados finales, lo que es seguro, es la necesidad de ampliar los modelos productivos sustentables que permitan generar trabaja y riqueza, no sólo para Chubut, sino para todo el país.
