Editorial. Inicio de clases: la maquinaria de impedir es la única que funciona
La justicia como árbitro de las decisiones políticas.
El debate por el inicio del ciclo lectivo se ha convertido en un verdadero absurdo político, una discusión en donde un sector político y sindical se ha transformado en una verdadera maquinaria de impedir. La cuestión está planteada de esta manera, la Ciudad de Buenos Aires quiere comenzar el año escolar como sea, y ha pasado por diferentes etapas, elaboración de protocolos y propuestas diversas, frente al constante ataque de los gremialistas docentes que pugnan por no volver.
Agotado el diálogo, la Ciudad, además de los protocolos, decidió que el 17 de febrero se vuelve sí o sí, y para quien no vuelva comenzarán los descuentos salariales. El gobierno nacional, poco afecto al consenso, sobre todo con los opositores, ahora abrió la puerta para que la cuestión sea judicializada, y ahí apareció el Juez Gallardo, un amigo de la casa, para dictar la suspensión del inicio de la vuelta al cole en el distrito porteño.
Hace tiempo que la justicia se ha convertido en un “partido político”, y no sólo por el kirchnerismo, que en definitiva usa lo que existe como hicieron todos. Sino que es algo más profundo y general, una connivencia entre la política, que utiliza al poder judicial para la disputa en un terreno que no es el propio, y la justicia, que lentamente le va encontrando el gusto al poder político y se entromete en las decisiones políticas, lo cual no debería pasar bajo ningún concepto.
Erradas o no, las decisiones de la CABA son la de funcionarios elegidos para tal fin por el Jefe de Gobierno, quien fue aclamado por el voto popular para ocupar ese asiento. Las políticas públicas de los distritos, sean provinciales o municipales, tienen justamente el aval del voto para desplegarse, y desde hace años vemos como la justicia se entromete en decisiones para las cuales su competencia está limitada.
Para el gobierno de la Ciudad de Buenos Aires, como para tantos padres a lo largo del país, la falta de educación es un daño irreparable, y muchos somos los que pretendemos que este año se comience nuevamente con la educación de nuestros hijos. Cabe destacar, que el virus, no sólo tiene baja incidencia en niños, sino que la letalidad es cercana a 0. Por eso muchos se preguntan porqué no comienzan las clases, más aún, después que el gobierno organizará varios eventos masivos. Pareciera así, que el virus sólo afecta cuando las decisiones las toma la oposición, y no cuando las toma Alberto. En el resto del mundo, salvo periodos, las clases han tenido un desarrollo bastante “normal” para lo que cabe.
Vivimos en un país que prefiere tener los bingos abiertos y las escuelas cerradas, y se avala, desde la política la postura de los sindicatos, y si esto no funciona, se le abre la puerta a la justicia para que impida lo que no logra por acuerdos. Así, el gobierno de la Ciudad tendrá que ir a explicar a un juez los protocolos para abrir, pero en definitiva será la decisión arbitraria de un magistrado la que decida si las clases comienzan o no. Un magistrado que no eligió nadie, y cuyas responsabilidades no son ni políticas ni de gestión, aunque intervenga en ambas.
La pelea sigue, y los únicos afectados son los chicos, no sólo por la educación, sino también por los problemas de salud mental que se empiezan a detectar, la falta de socialización y una incertidumbre que también atraviesa a los padres que, indefectiblemente van retornando a la presencialidad y no tienen certezas de como organizar sus hogares. La estrategia del gobierno nacional, en el manejo de la pandemia, no se entiende en ninguno de sus aspectos, y la política parece haber vuelto a la “tinellización” de sus decisiones, tratando de armar más circo que gestión y eso, en definitiva, lo pagamos todos.
