Conflicto en El Volcán: las autoridades responden a los agravios
En una entrevista exclusiva, Jorge Scuka nos cuenta los detalles del conflicto
Hace una semana aproximadamente, contábamos el conflicto que se había sucedido en la localidad de El Volcán, respecto a una denuncia de uno de sus concejales, en dónde daba cuenta que el Consejo Deliberante no funcionaba desde su creación en 2019, y además, que existían funcionarios electos, que no podían ocupar sus bancar por tener «doble» cargo en el estado.
Frente a esto, uno de sus concejales, Jorge Scuka, nos pidió una entrevista para contar su punto de vista, lo cual no sólo nos pareció adecuado, sino necesario. Al parecer, y en función de los documentos a los que tuvimos acceso, las cosas no han sido tan como se cuentan, y desde este humilde espacio esperamos poder arrojar un poco de luz sobre los hechos institucionales de esa localidad.
¿Cómo comienza el conflicto de El Volcán?
J.S.: “Hay un conflicto político desde 2019, es un concejo nuevo, que está desde 2020. Somos cuatro concejales, dos del oficialismo, dos de la oposición, y según la norma de la cámara de diputados, la primera vez que se eligen concejales en un municipio están 4 años ad honorem. La imposibilidad de funcionar es por el accionar del bloque opositor, por una negativa del derecho al voto a la presidenta del concejo, Olinda Barroso”.
La discusión surgió, ante el primer proyecto que se presentó ante la cámara del Consejo Deliberante, dónde se propuso aprobar el reglamento interno, para el cual había dos proyectos, uno del oficialismo, y otro de la oposición. “Había dos proyectos, el nuestro y el de la oposición, y ante la falta de acuerdo votamos, la presidenta del consejo hace lo que corresponde y llama a votación, y ante el empate, se genera el conflicto cuando tenía que desempatar la presidenta del consejo. Y ante los agravios e insultos tuvo que suspender la sesión. El conflicto tuvo que ver con el tema de que no había un reglamento interno, entonces se arguyó, desde la oposición que la presidenta no podía votar”. El huevo o la gallina podría uno pensar, pero lo cierto, es que, ante la ausencia de una norma, puede tomarse la de mayor valor, y la presidenta del consejo, en este caso, podría haber votado para lograr el desempate y aprobar un reglamente interno, basándose en el reglamento de la cámara de diputados. En definitiva, el conflicto comenzó su escalada, por no aceptar que la Concejal Olinda Barroso, votará para desempatar en su carácter de presidenta del Consejo Deliberante.
“esta situación hizo que el concejo no pueda funcionar, y más allá de que se convocó a varias reuniones de consejo, para tratar este tema, nunca se presentaron, y después vino la pandemia, con el siguiente cierre del consejo como en todo el país”. Esta situación se empezó a revertir a partir de las aperturas, pero el problema que atraviesa el Consejo Deliberante de El Volcán es que la falta de acuerdos no termina de resolverse por la vía que corresponde, en una votación dentro de la propia cámara, y tal como destaca Jorge » siempre estamos dispuestos a votar democráticamente y continuar, que es lo que correspondería, dado que además, hay un montón de temas pendientes y que afectan a los ciudadanos de nuestra localidad, cómo la tasa tarifaria municipal».
¿Y porque dicen que ustedes renunciaron?
J.S.: “Nunca renuncié sigo siendo concejal, esto es una operación. Dicen que renunciamos, o que nos destituyeron, pero eso es mentira, está todo en la justicia, y de hecho hay una resolución judicial al respecto. De hecho, como retuvieron el libro de actas, pusieron ahí que nos habían destituidos por faltas reiteradas, pero nunca hubo convocatoria. Aprobaron un reglamento propio y lo publicaron en el boletín oficial, entonces lo llevamos a la justicia, y el tribunal superior nos dio la razón”. Para ser justos, obra en nuestro poder, y lo publicamos aquí, la actuación del tribunal, en dónde ordena dar marcha atrás con las destituciones y con el reglamento interno aprobado sin la totalidad de la cámara. “Además dicen que estamos ilegalmente porque tenemos doble cargo, algo que no es cierto, porque según la ley de empleo público los cargos ad honorem no entran en esa categoría, yo no cobro de dos lugares, y en esto hay una resolución del Tribunal de Justicia, porque dos concejales no pueden destituir a otros dos concejales como intentaron hacer ellos, se necesita una mayoría especial para eso”
¿El concejal Guzmán los acusa de un faltante de dinero?…
J.S.: “El concejal Guzmán ha caído en un error, los primeros cuatros años no hubo Concejo Deliberante (antes de 2019) y lo que rendía el ejecutivo se hacía en el Tribunal de Cuentas, por lo que si quiere saber donde está el dinero anterior a la conformación del Consejo Deliberante tiene que dirigirse allí. Él pretendía que le rindamos las cuentas desde el 2015, antes incluso de la existencia de este consejo”.
¿Y qué es lo que presentaron?
J.S.: “Lo que se presentó son los balances del mes de diciembre de 2019 y todo el 2020, que es lo que correspondía según la normativa”. Jorge Scuka cuenta que, más allá de que no se pudo funcionar en el Consejo, no por ello estuvieron ocioso, se la pasaron trabajando, y quiere que esto se resuelva cuanto antes para que las herramientas institucionales sirvan a los propios habitantes de El Volcán. “Lo que no dice Guzmán, es que se quedó con el libro de actas del consejo, nosotros le mandamos varias cartas documentos para que se atenga a la ley, pero nada, anotaron allí lo que querían, lo que motivo ir a la justicia y hacer una denuncia penal por retención indebida de documentos públicos”.
Más allá de lo que piensen los actores políticos, la razón la dan las pruebas, y por ahora la razón se la da la justicia a los ediles oficialistas. Esperamos que todo se resuelva rápido, porque como dice el Concejal Scuka “Es importante aclarar el tema sobre todo por la población, para que sepa porque no funciona su concejo”.
