El fallecimiento, ayer domingo, del ex presidente Carlos Menem, ha reabierto discusiones a favor y en contra de los que fueron las políticas denominadas “neoliberales” en la década del 90´. La reactualización de esos debates, no obstante, ya viene cobrando impulso en nuestro país, desde hace unos años, a partir de la figura del economista y político Javier Milei.

El liberalismo, que parecía agotado, sobre todo en nuestro país, después del 2001, está comenzando a posicionarse como una opción que muchos miran como necesaria, ante el fracaso de un estado cada vez más gigante y más ineficiente. La figura de Milei, sin lugar a dudas, incomoda tanto a los militantes oficialistas como a los opositores, ya que los caracteriza como distintas partes de un mismo problema para el país.

Si hay algo que distingue a Javier es su estilo directo, quizás para algunos hasta agresivo, de llevar los debates, siempre yendo al núcleo de la discusión, pero con dos o tres ideas fuertes que valen la pena discutir: el estado como amenaza para la libertad; el estado como carga para el contribuyente; y la desregulación del mercado.

Las ideas de Javier tienen un largo recorrido, el menos de mas de 100 años, y si bien han sufrido algunas transformaciones a lo largo de la historia, nuestro antecedente más cercano fue la mencionada década de los 90`. Por aquél entonces el mundo venía llevando adelante una fuerte transformación de sus estructuras estatales y económicas en pos de adaptarse al cambio que se estaba avecinando con la globalización, fue así que, a partir del “Consenso de Washington” se desplegaron nuevas ideas de un liberalismo de finales de siglo XX que transformó radicalmente a los estados benefactores que habían caracterizado la época de la posguerra.

Y además de estos cambios, la propia ciudadanía en los países centrales ya no tenía confianza en sus propios organismos estatales, que se habían convertido, después de años de burocratización, en máquinas obsoletas, ineficientes y caras. Todo esto, contribuyó a generar un consenso social que permitió encarar reformas pro mercado en donde primaron la privatización de empresas públicas, la introducción del gerenciamiento público para gestionar el estado, y en términos más generales, una idea de que un estado mínimo era agrandar un país.

En Argentina, estas ideas fueron llevadas a la práctica por Carlos Menem, quién en pocos años cambió la estructura estatal del país, privatizando empresas públicas que habían perdido su capacidad de generar confianza en la población, y que se habían vuelto obsoletas técnica y financieramente. Es decir, gran parte de los debates que atravesaron al viejo mundo también se dieron en nuestro país, lo que permitió contar con un colchón ideológico capaz de avanzar en estas reformas.

Es cierto también que estás reformas trajeron otros problemas como el desempleo y la conflictividad social e incluso un importante incremento de la deuda pública. Las razones seguramente las encontraremos en la forma en que se hicieron estas privatizaciones y reestructuraciones del estado, pero es más una materia de debate histórico a estas alturas que una realidad.

Lo cierto, es que este proceso colapso durante el 2001 y el estado, en manos del kirchnerismo, volvió a aparecer. Si bien era necesario fortalecer ciertas áreas en donde las capacidades estatales son necesarias, la realidad fue que este advenimiento del estado se ha caracterizado, desde entonces, por un crecimiento constante de su plantilla sin objetivos claros; un importante crecimiento del gasto público y su consecuente emisión monetaria para solventar políticas sociales que resultan onerosas para la población, y un fuerte incremento de la presión tributaria que ahoga hoy a empresas y contribuyentes particulares.

En este escenario es en el que irrumpe Milei, para volver con viejas ideas, pero renovadas. Una de sus tesis centrales es básicamente que el estado atenta contra la libertad individual y que por lo tanto debe ser eliminado lo máximo posible para que los políticos no puedan manejarlo como un botín.

Así, para Milei, el estado tiene que ser eliminado o llevado a su mínima expresión porque no solo restringe las libertades de las personas, sino que, y aquí vuelve una vieja discusión, es una onerosa carga para el contribuyente, y el gasto político impide el desarrollo económico, dado que muchas funciones que hoy cumple, bien podrían hacerla los privados.

Muchas personas perciben hoy que lo que se paga de impuestos no vuelve en forma de servicios de ningún tipo, y que todo lo que el estado recauda va para sostener un gasto político inmenso, y un gasto social, para mantener desempleados, que es impresionante.

Los debates que viene impulsado Javier tienen eco, porque los problemas son casi los mismos que los de los 90´. Un estado que necesito crecer para corregir las privatizaciones que se dieron sin un marco de planificación, y contener así la desocupación, pero que se ha vuelto una carga aún peor que en aquella época. Por eso sus ideas van cobrando fuerza en un importante sector de la sociedad, sobre todo urbana.

También entre los jóvenes está creciendo la figura de Milei, y en nuestra provincia ya se empiezan a dar a conocer muchos grupos identificados con las ideas del liberalismo. Si bien la prueba de fuego va a ser en las próximas elecciones, dónde esperan hacer un gran papel, no obstante, más allá del resultado de las mimas, las ideas liberales volvieron para quedarse. Para trazar un paralelismo final, Milei es un fiel heredero del Dr. Menem, sus ideas y problemas son los mismos que enfrento el fallecido ex presidente. La historia dirá si tienen la posibilidad de gobernar y llevar a la práctica sus propuestas, o si, sencillamente irán produciendo un cambio de mentalidad que permita pensar una argentina distinta. El proceso está en marcha nuevamente.
