Ejemplar medida: en Córdoba proponen castigos económicos para quienes tiren colillas de cigarro al piso
El proyecto presentado contempla multas de hasta $15.000 para los infractores y será tratado hoy en el Concejo Deliberante Cordobés.
Este jueves el Concejo Deliberante de la Ciudad de Córdoba tratará un proyecto clave: prohibir arrojar cigarrillos, colillas y filtros en la vía pública. Las multas para los infractores podrían llegar a los $15.000. También se contemplan labores de trabajo comunitario como castigo.
Aparentemente, el proyecto sería avalado por todos los partidos. El mismo propone la incorporación del siguiente artículo en el Código de Convivencia Ciudadana:
“Quien arroje cigarrillos, filtros y colillas, en la vía pública o en espacios de uso público será sancionado con apercibimiento, por primera vez, y con multa de 2 a 20 Unidades Económicas Municipales (U.E.M.), en caso de reincidencia. En todo los casos, se podrá aplicar en forma complementaria trabajos comunitarios”.
Una cuestión de ambiente
Los funcionarios que apoyan el proyecto sostienen que el objetivo no es solo la modificación de esta conducta, sino que se apela a una reducción de los daños ambientales que el cigarrillo provoca mundialmente. Juan Negri, integrante del bloque Córdoba Cambia, sostuvo que «hay que buscar un cambio cultural», ya que las colillas de cigarro son el principal residuo en las calles de la docta.
Asimismo, fundamentó esta postura desde el lado de los efectos contaminantes. “Una colilla de cigarrillo contamina 60 litros de agua y tiene sustancias cancerígenas. Fumar daña tu salud, pero además si tirás el cigarrillo al piso dañas la salud de los demás”, explicó Negri.
De ser aprobado, quienes infrinjan la norma serán apercibidos por las autoridades. En caso de reincidir la conducta, les llegará una multa económica. Las multas irían desde los $1500.
El proyecto será tratado hoy en el Concejo Deliberante de la ciudad, y de ser aprobado la ordenanza entrará en vigencia en 180 días. Mientras tanto, el municipio cordobés realizará campañas de difusión, concientización y sensibilización ambiental.
