Fue luego de una reunión de urgencia entre el Jefe de Estado, el Ministro de Economía y Sergio Massa. De este modo, se cancela el polémico endeudamiento de millones de contribuyentes.

Los funcionarios se reunieron ayer miércoles en Casa Rosada.


Hace días el Gobierno lanzó una de sus decisiones más controvertidas: actualizó tardíamente las escalas y los montos a pagar en las distintas categorías de monotributo. La medida generó una recategorización tributaria masiva, que endeudó a millones de monotributistas.

La recepción popular fue negativa: en redes sociales se hizo sentir el inconformismo de los contribuyentes. En consecuencia, ayer se reunieron Alberto Fernández, el Presidente de la Cámara Baja, Sergio Massa y el Ministro de Economía, Martín Guzmán. Del encuentro también participó Raúl Higo, secretario de Hacienda.

El encuentro buscó coordinar los aspectos técnicos y presupuestarios de la polémica medida. Cuando hace días se implementó la Ley de Inclusión Fiscal para Pequeños Contribuyentes, los monotributistas encontraron que a sus aportes abonados se sumaba un plus de meses anteriores. Esa deuda figuraba como un pago retroactivo.

Tras la reunión, se acordó eximir las deudas que surgieron de ese retroactivo.

El origen del retroactivo

A mediados del año pasado el gobierno actual modificó la fórmula de movilidad jubilatoria. La consecuente actualización de escalas debía realizarse en enero de este año, pero debía hacerse en función de las variaciones de la jubilación mínima. Con la movilidad jubilatoria en suspenso, la actualización no se llevó a cabo.

En abril de este año se sancionó una ley que buscaba resolver este problema. Sin embargo, la actualización de la escala tributaria vino acompañada de una categorización retroactiva, que sumaba un plus en las obligaciones de pago ya abonadas por los contribuyentes.

Así, millones de trabajadores encontraron que pese a pagar su contribución en fecha acumulaban una deuda en sus obligaciones de pago. La deuda que figuraba era un acumulativo de los primeros cinco meses del año.

El enojo fue general y pese a que el gobierno intentó aliviar el impacto permitiendo el pago de esas obligaciones en cuotas sin intereses, ya era tarde para apagar el descontento de los contribuyentes.

Desde la oposición, e incluso desde sectores oficialistas, apuntaron contra el gobierno y la polémica decisión. Algunas entidades gremiales del sector PYME solicitaron que se corrija la recategorización debido al perjuicio que ese «plus» generaba en el bolsillo de los aportantes más pequeños.

Desde el gobierno aseguran que el anteproyecto será presentado en unos días, para mitigar el enojo de los trabajadores.
