San Luis: el jueves aprobarán el proyecto que beneficia a comerciantes de la ciudad

El proyecto proveniente del Ejecutivo municipal contará con el apoyo de Juntos por San Luis, con la condición de que puedan introducirse algunas modificaciones.

Tras tantos idas y vueltas, finalmente el Concejo Deliberante de San Luis dará el visto bueno al proyecto que busca aliviar la situación de los comerciantes de la capital, sobre todo aquellos afectados por no considerarse esenciales.

El proyecto, que será aprobado el jueves, se basa en la propuesta que acercó el Ejecutivo municipal, aunque incorpora modificaciones provenientes del proyecto presentado por Otoniel Pérez Miranda y Javier Suárez, de Juntos por San Luis -JSL-. Debido a que el ejecutivo no cuenta con los votos suficientes para imponer su propuesta, recurrió al partido de oposición para conseguir los dos votos faltantes. La condición fue que desde JSL puedan introducir modificaciones al proyecto original.

Suárez, presidente del Concejo Deliberante, afirmó que se lograron los consensos necesarios para que el proyecto avance y alivie la situación de los comerciantes. En este sentido, expresó: “No es la solución definitiva a las problemáticas económicas de los comerciantes, pero sí es un gesto, es una ayuda y celebró que el bloque mayoritario del Concejo haya decidido abrir la discusión que desde hace tiempo venía en polémica”.

Las modificaciones

Los cambios a la propuesta original del Ejecutivo toman aspectos centrales del proyecto propuesto por JSL. Uno de los principales cambios es la extensión de los beneficios: pasó de 3 meses -tal como propusieron desde el oficialismo- a 6 meses -como propusieron Suárez y Pérez Miranda. “Hay una voluntad del Ejecutivo de poder hacerlo, entonces establecimos un periodo inicial de 3 meses, prorrogable por 3 meses más, hasta diciembre de este año”, manifestó el presidente del Concejo.

La segunda modificación importante es la incorporación de dos impuestos a los beneficios, exenciones que no habían sido contemplados por el oficialismo. El primero es el impuesto de Publicidad y Cartelería. “Todos los comercios pagan cartelería y publicidad. Es muy raro un comercio que no tenga que hacerlo y hemos logrado incorporarlo en este proyecto de ordenanza”, sostuvo Suárez. El segundo es el impuesto de Pesas y Balanzas, que tendrá una exención del 100%.
