Crece el rechazo hacia la propuesta de estatización de accesos viales
La iniciativa fue propuesta por Facundo Moyano, diputado nacional por el Frente de Todos. Busca crear una nueva sociedad anónima -AUMET S.A- que gestione los accesos viales.
Hace días el diputado nacional Facundo Moyano presentó un nuevo proyecto de ley en el Congreso. El mismo propone la creación de una empresa «estatal» llamada Autopistas Metropolitanas S.A -AUMET S.A-, que gerencie los accesos norte y oeste a la Ciudad de Buenos Aires, actualmente en manos del grupo español Alberti.
La iniciativa cosechó el rechazo de parte del Comité Nacional de Defensa del Usuario Vial -CONADUV-, la Asociación Gremial de Profesionales y Personal Superior de Vialidad Nacional. Desde estos sectores acusan a Moyano, hijo del histórico dirigente del transporte, de querer hacer caja con esta operación. Según versa el proyecto, las acciones de los accesos viales quedarían distribuidas de la siguiente manera: el paquete mayoritario estaría en manos de los ministerios de Obras Públicas y de Transporte con el 35 % de las acciones cada uno, la Dirección Nacional de Vialidad -DNV- con un 13 %, el gremio del Sindicato Único de Trabajadores de los Peajes y Afines -SUTPA- con un 7 %, y el 10 % un operador privado.
En este sentido, para quienes se niegan al proyecto el objetivo real no es tanto la estatización, sino la privatización de un 10%, que supone un gran caudal recaudatorio. Opinan que solamente suma más actores a la actividad recaudatoria, mediante la creación de una empresa que imitaría el accionar de Empresa Corredores Viales S.A, que desde hace años le quita funciones a la Dirección Nacional de Vialidad.
Para los opositores la propuesta es un sinsentido, ya que implicaría contar con dos empresas «estatales» que realizan funciones similares. “Es así que se daría un hecho de enorme insensatez de contar con dos presuntas empresas ‘estatales’ de órbita nacional y de similares características, encargándose de tres de los cuatro Accesos a la Capital Federal, es decir AUMET accesos Norte y Oeste, y Corredores Viales S. A. con la Autopista Ricchieri-Ezeiza-Cañuelas», apuntaron en un comunicado.
Desde CONADUV, la Asociación Gremial de Profesionales y el Personal Superior de Vialidad Nacional consideran que no es necesario crear otra sociedad anónima para gestionar los corredores viales del país. Incluso pidieron que se derogue el decreto que habilitó a Corredores Viales S.A, ya que creen que la Dirección Nacional de Vialidad debe ser el organismo rector de toda la política vial de Argentina.
