SE LE DIO LA SANCIÓN DEFINITIVA A LA LEY DE CIBERSEGURIDAD
El Senado de San Luis dio sanción definitiva este martes al proyecto de Ley Plan de Ciberseguridad, que ya había sido aprobado en Diputados. La iniciativa fue votada por la afirmativa por el bloque oficialista, mientras que Unidos por San Luis votaron por la negativa.
La sesión fue presidia por el vicegobernador Eduardo Mones Ruiz (H), y contó la presencia de los senadores María Angélica Torrontegui, Diamela Freixes, Mariana Cruz, Diego García, Daniel Camilli, Juan Carlos García, Marcelo Debandi, Sergio Guardia y Adolfo Castro Luna;
El proyecto tenía despacho de las Comisiones de Comercio, Obras y Servicios Públicos, Comunicación y Transportes, de la Comisión de Educación, Ciencia y Técnica y de la Comisión de Asuntos Constitucionales y Labor Parlamentaria.
Juan Carlos García, senador por el departamento Belgrano y miembro informante del despacho, destacó: “La normativa está centrada fundamentalmente (pero no únicamente) en la protección de los activos y las infraestructuras críticas de información. Es decir en el desarrollo de prácticas y mecanismos para la salvaguarda de ¨cualquier componente tangible o intangible de una organización que genere, procese, almacene y/o transmita información de valor para la misma y, por lo tanto, debe ser protegido¨, y para la protección de los ¨sistemas físicos o virtuales que resultan indispensables para el adecuado funcionamiento de funciones y servicios esenciales de la sociedad, la economía, la salud, la seguridad, el bienestar social el funcionamiento del Estado¨”.
El legislador explicó que la norma, que fue consensuada con la participación de especialistas en la Cámara de Diputados, busca la “protección de los activos e infraestructuras críticas de información provincial y al resguardo de la documentación generada, transmitida y almacenada por la provincia”.
La propuesta pretende que se comience “diseñando y aplicando mejoras en la seguridad del entorno de información del Estado provincial en sus tres poderes”.
Apunta también a “crear una Unidad Ejecutora, para comenzar por definir cuáles son los activos e infraestructuras críticas de información de la provincia; diagnosticar su situación actual en términos de seguridad; y diseñar e implementar acciones para optimizar su protección”.
La Unidad Ejecutora tendrá tres vías de acción: la disponibilidad de la información; la confidencialidad de la información; y la integridad de la información.
Además, la Ley busca articular la prevención de ciber amenazas, el fortalecimiento de la persecución de ciberdelitos y la promoción de buenas prácticas para la protección de otros activos de información en toda la provincia de San Luis.
El Plan propone una aproximación basada en la coordinación intergubernamental y la concertación intersectorial, a través del trabajo de un Consejo de Articulación y Promoción para la Ciberseguridad, un organismo colegiado integrado por representantes de distintos organismos.
