AJUSTE DE TARIFAS: COMIENZA A REGIR EL ESQUEMA DE SEGMENTACIÓN DE LUZ Y GAS
Alrededor de 5,9 millones de usuarios que no se inscribieron al Registro de Acceso a los Subsidios a la Energía pasarán a pagar la tarifa plena en un proceso de reducción bimestral. El impacto en la facturación comenzará reflejarse en octubre.
El nuevo esquema de segmentación para los servicios de gas y electricidad comienza formalmente a implementarse este jueves con nueve millones de usuarios de ingresos medios e inferiores que se inscribieron en el registro habilitado desde el 15 de julio, en tanto que se analiza la eventual incorporación al beneficio para determinadas entidades educativas, religiosas, deportivas y sociales.
De esta manera, alrededor de 5,9 millones de usuarios que no se inscribieron al Registro de Acceso a los Subsidios a la Energía (RASE) -por una diversidad de circunstancias o porque lo hicieron pero sus ingresos corresponden a un nivel superior- pasarán a pagar tarifa plena en un proceso de reducción bimestral.
Fuentes de la Secretaría de Energía de la Nación señalaron que la implementación en cada una de las distribuidoras de gas y electricidad se podrá reflejar en los próximos diez días, a medida que los respectivos entes reguladores provinciales comuniquen los nuevos cuadros tarifarios a aplicar y el listado de beneficiarios.
Este mes también se espera que pueda comenzar el cruce de la información que los usuarios cargaron en el RASE con los datos disponibles en el Sistema de Identificación Nacional Tributario y Social y la Administración Federal de Ingresos Públicos.
Los cruces de datos permitirán también actualizar los parámetros de inclusión y los cambios de las situaciones particulares de cada usuario y grupo familiar.
Desde el 1 de agosto, fecha en que quedó abierto el RASE para nuevas inscripciones o modificación de la información suministrada, se recibió la baja de 25.000 usuarios que se inscribieron inicialmente y luego desistieron de solicitar el subsidio.
Los incrementos -por el corte de los subsidios- solamente serán aplicados a los usuarios del Nivel 1, de mayores ingresos, y a aquellos que no hayan completado el formulario.
En tanto, el Nivel 2, de menores ingresos, que cuenta hasta este miércoles con 6,5 millones de inscriptos, y el Nivel 3 -de ingresos medios, con 2,5 millones de inscriptos-, no tendrán este año ninguna modificación respecto de la tarifa que están abonando.
En el marco de esa segmentación, la Secretaría de Energía publicó el martes los nuevos precios del Mercado Eléctrico Mayorista (MEM) para el nivel 1 o de mayores ingresos, como paso previo a la difusión del nuevo cuadro tarifario para el bimestre septiembre-octubre.
En la Secretaría que conduce Flavia Royon se estima que el impacto en la facturación comenzará a verse reflejado a mediados de octubre, y para entonces con un menor consumo de los hogares por un clima más templado y una reducción estacional del precio de la energía, el impacto inicial se podría ver morigerado.
Dentro de ese universo, se estima que hay usuarios que no se inscribieron en el RASE pero que están en condiciones de mantener sus subsidios, por lo cual la Secretaría de Energía y los entes reguladores harán «un trabajo en el terreno» para poder identificarlos y dar la posibilidad incorporase al esquema.
En pesos, un usuario del Nivel 1 del Área Metropolitana Buenos Aires (AMBA) con consumo de hasta 100 kwh, al que le corresponde la categoría R1, que a agosto paga una factura de $650, con la reducción de subsidios pasará a abonar alrededor de $1.000
En el caso de la categoría R2 -que nuclea al 44% de los usuarios con consumo de hasta 250 kwh- que pagaba hasta hoy facturas de hasta $ 1600 pesos pasará a abonar $2.450.
En tanto que en el extremo máximo, los usuarios de la categoría R9 -con consumo de hasta 1.401 kwh mensual- pasarán a pagar $19.000 contra los $14.000 que abonan en la actualidad.
En los casos de beneficiarios otros niveles (2 y 3) de subsidios que no tendrán incrementos formales, deberán pagar una tarifa plena si el consumo supera el tope de 400 kwh mensual.
Es decir que en el caso de un usuario R5 de entre 401 y 451 kwh de los $ 3200 pesos actuales pasará a pagar $ 3.400, ya que registrarán un aumento sin subsidios sólo por el excedente al tope fijado.
Más allá del segmento residencial, en la Secretaria de Energía insistieron en que los usuarios comerciales no ingresarán al esquema de segmentación de subsidios.
Este último sector ya recibió la actualización por el precio estacional de la energía que tiene un impacto muy por debajo de la inflación anualizada, según las fuentes.
La Secretaria de Energía tampoco implementará por el momento una diferenciación para las entidades educativas, religiosas, deportivas y sociales, al entender que eso deberá ser analizado y eventualmente solicitado por las correspondientes instancias estatales que las comprenden, para poder hacer explicito un esquema para cada área.
Por último, fuentes de la cartera precisaron que para el sector comercial e industrial que se divide en una decena de categorías para usuarios generales, pymes y grandes clientes, se prevé que un usuario de la categoría G1 pasará a pagar $5.486 con la nueva tarifa contra los $4.333 abonados en agosto; en tanto un usuario pyme de la categoría T2 pagará $ 40.425 contra $30.901 de agosto; y un gran usuario de la categoría T3 abonará alrededor de $171.141 con la nueva tarifa contra $127.780 de agosto.
