Esto significa un sistema de doble voto simultáneo y acumulativo, tal como se lo llama de forma oficial, cada coalición política que se presenta a elecciones es un lema. Este lema puede estar integrado por muchos sublemas, es decir, distintas listas dentro de la misma coalición. Resulta electo el sublema que dentro del lema más votado obtenga la mayor cantidad de votos.

A nivel nacional no rige este sistema: en una elección general (no primaria) cada partido o coalición presenta una sola lista o fórmula para determinado cargo y resulta ganadora la más votada.

¿Cuál es la principal controversia?

Las leyes electorales nacionales establecen que los candidatos se eligen a “simple pluralidad de votos”. Es decir que un candidato o una lista se imponen en una elección por mayoría simple de los votos. Esto puede no ocurrir en una elección con ley de lemas. ¿Por qué? Porque el sublema más votado en una elección puede ser parte de un lema que no sea el más votado.
