DIPUTADOS APROBARON EL PRESUPUESTO 2023
El proyecto de Ley de Presupuesto de Gastos y Recursos 2023 obtuvo media sanción de Diputados. En una sesión maratónica, que comenzó a las 11:20 y se extendió por casi 8 horas, este miércoles el Presupuesto Provincial 2023 se aprobó con 26 votos afirmativos y 13 negativos.
La diputada Anabela Lucero (Frente Justicialista) fue la miembro informante: “Esta ley nos convoca de manera responsable, teniendo en cuenta que fue tratada dentro de la comisión de Finanzas, donde recibimos la visita del ministro de Hacienda y de la secretaria de Finanzas que brindaron detalles. Estamos ante un presupuesto que tiene un 111% de aumento en comparación con el de este año”, dijo Lucero y explicó los alcances de la Ley.
La diputada Monica Becerra de Unidos por San Luis, bloque que emitió un despacho por minoría sobre este proyecto de Ley, fue la segunda oradora de la jornada y dijo que “este proyecto habla de equilibrio y nosotros podemos decir que es deficitario porque es un déficit crónico, cubre gastos ordinarios con recursos extraordinarios”.
La presidenta del bloque Justicialista, Gloria Petrino dijo en la presentación, que el presupuesto es el instrumento que le permite al poder Ejecutivo, programar la ejecución de sus proyectos. “Es una herramienta central y permite a la ciudadanía conocer cuales son las prioridades del gobierno que ha elegido. La evolución de este presupuesto en obra pública tiene un 160 por ciento de incremento”, agregó.
Además, sostuvo en su alocución que “esta situación ya la hemos vivido, este mismo sector de la oposición que manifiesta no acompañar, es el mismo que no acompañó al presupuesto nacional que le correspondía a San Luis. Era previsible. Es una cuestión de intereses sectarios, partidarios, electorales o de algún mandato específico. Cuando vemos el despacho por minoría que emitió la oposición, está absolutamente de acuerdo con el presupuesto y el monto, pero en el artículo dos cuestiona la cantidad de funcionarios jerárquicos. Errado, en tiempo, espacio, lugar y forma, porque le corresponde a la ley de Ministerios, es ahí donde se puede plantear la estructura que requiere para estos funcionarios. No tiene nada que ver con el presupuesto, lease: es un pretexto”.
«Este presupuesto no se condice con lo que le está pasando al ciudadano” agregó el presidente del bloque Unidos Por San Luis, Gastón Hissa. “Hemos presentado una alternativa y si lo logran incorporar a su proyecto, lo vamos a acompañar”, sostuvo.
Alberto Leyes hizo un repaso pormenorizado de las obras presupuestadas para cada localidad y parajes del Departamento Belgrano. «Nosotros no somos gobierno municipal en Nogoli y hemos apostado a más de $600 millones para esa localidad», puntualizó sobre ese pueblo que está conducido por la oposición.
«Nobleza obliga. Es muy importante la participación de la oposición, que algunas veces enriquecen las ideas y proyectos, aunque en muchas oportunidades sus criticas han sido sectoriales, despiadadas, sin fundamentos verdaderos y orillando la difamación. No obstante vamos a insistir en la construcción de caminos del dialogo, acuerdos, consensos«, enfatizó el legislador representante del Departamento Belgrano. Escuchalo:
Por su parte, la diputada opositora del Departamento Belgrano, Nancy Albornoz, criticó la inversión en educación que el Gobierno de Rodríguez Saá hará en Nogolí: «Tenemos presupuestado para Nogolí una escuela generativa por un valor de 25 mil millones, $25 millones (rectificó); No creo que sea necesario en este momento. Pero si me gustaría que esos 25 millones fueran a las escuelas y dar solución a todas las escuelas del Departamento Belgrano que tienen bastantes problemas». Escuchala:
