LA MUNICIPALIDAD PRESENTÓ SU PRESUPUESTO 2023, EL CUAL ASCIENDE A 8.500 MILLONES
Este miércoles, el secretario de Hacienda, Nicolás Carpio, dio detalles del proyecto de presupuesto 2023 que la Municipalidad de San Luis presentó en el Concejo Deliberante el pasado viernes. Este proyecto es de 8.500 millones de pesos, lo que representa un aumento del 70% con respecto al de este año.
Sobre el proyecto, Carpio destacó que esta fue la primera vez en que se ha presentó en formato digital. “Denota que seguimos con la política de modernización del Estado que iniciamos allá por diciembre de 2019. La lectura y la consulta es mucho más ágil y podés disponer del presupuesto en el celular, compu o cualquier dispositivo”, dijo el secretario.
El otro aspecto en el que hizo mucho hincapié es el gran incremento en los recursos propios del municipio. “Las gestiones de la Dirección de Rentas han permitido que los recursos propios representen el 40% del total de recursos con los que cuenta el municipio. Es algo que no se observa en muchos municipios del país, donde generalmente los recursos propios representan un 20% de los recursos del municipio”, destacó Carpio. “Esto nos permite proyectar una mejor ciudad, más obra pública, más servicios”, añadió.
En este sentido, La Gaceta consultó al funcionario por el impacto del convenio con Edesal en la recaudación. Al respecto, Carpio comentó que “septiembre fue el primer mes en que se sintió el ingreso por la firma del convenio al 100%”, pero también aclaró que el mismo solo alcanza a usuarios residenciales. “Esto representa un 60% de las tasas por servicio que se envían a cobrar. El 40% restante seguimos gestionándolo de manera independiente a través de la Dirección de Rentas”, explicó.
Volviendo al presupuesto, destacó que casi el 80% del mismo se destinará a gastos corrientes, los cuales incluyen desde el pago de sueldos a todo tipo de bienes de consumo, como elementos de limpieza, hipoclorito para potabilizar el agua y combustible, entre tantos otros.
A modo de comparación, las cuentas de inversión 2021, aprobadas julio de este año, arrojaron recursos propios municipales por un 32% y gastos corrientes cercanos al 83%.
Dentro de los gastos corrientes, Carpio destacó la inversión en Transpuntano. “Con Transpuntano transportamos en promedio 70.000 vecinos de la ciudad. Hoy las empresas de transporte son deficitarias en todo el país, no solo en San Luis. El municipio hace un esfuerzo enorme. Cuando ingresamos teníamos 55 unidades en la calle y hoy tenemos 105 unidades en la calle y esto se debe gracias al aporte municipal y al hecho de concebirlo como un servicio público más, igual que el agua, las cloacas y el alumbrado”, comentó, a la vez que dio a conocer que el objetivo del municipio es incorporar 20 unidades más antes del inicio de clases del año que viene.
La Gaceta también consultó al funcionario por algunos aspectos que fueron criticados del proyecto de presupuesto 2022 que se envió el año pasado. Uno de ellos fue el movimiento de partidas del 100%, lo que se conoce muchas veces como “superpoderes”, y que fue modificado por el mismo oficialismo municipal en el Concejo Deliberante, reduciéndolo al 30%. “Muchas veces es necesario el movimiento de partidas por la dinámica que tiene el Ejecutivo, que surge día a día y que por ahí uno no puede prever. Pero dentro de esos márgenes nos podemos manejar perfectamente bien”, dijo Carpio, confirmando que, en este proyecto, el movimiento de partidas que se solicita será del 30%.
Desde la oposición también se suele plantear que no se pueden controlar la obra pública que se realiza mediante los convenios con la Provincia y Nación. Al respecto, Carpio explicó las obras se plasman en las cuentas de inversión “una vez finalizadas, cuando se incorporan al patrimonio de la Municipalidad”.
“Vamos incorporando, a lo largo del año, todos estos recursos extraordinarios que no previmos el año anterior. Le recuerdo además a la oposición que nosotros cerramos balances diarios, donde informamos todo tipo de movimiento que hacemos dentro del municipio, al Tribunal de Cuentas. Después se rinden trimestralmente al Concejo Deliberante. Por eso me extraña cuando plantean la falta de acceso a la información”, dijo Carpio. “La oposición tiene las puertas abiertas de la Secretaría de Hacienda, cuando quieran los invito, a venir, a sentarse y les explicaremos o resolveremos todas las dudas que tengan”, concluyó.
