Por 6 votos positivos del oficialismo contra 2 negativos de Unidos por San Luis, el Senado de San Luis convirtió en ley al sistema electoral de lemas. El senador oficialista Marcelo Debandi, luego de explicar varios aspectos del articulado del proyecto, señaló que este sistema permitirá “valorar las ideas, proyecto y modelo al cual candidato y el votante adhieren”, agregando que la sociedad “demanda” derogar las primarias abiertas y simultáneas (PAS). Por su parte, Adolfo Castroluna, de Unidos por San Luis, se refirió al informe del Centro de Implementación de Políticas Públicas para la Equidad y el Crecimiento (CIPPEC) sobre el sistema electoral de lemas, cuando el mismo era debatido en Santa Fe. “La ley de lemas enturbia la información a partir de la cual deciden los votantes, el elector no sabe a qué lista irá su voto hasta el recuento y acentúa el faccionalismo partidario fomentando las divisiones internas, la multiplicación de listas y, a su vez, hace más difícil la rendición de cuentas”, leyó el opositor.

El legislador agregó que “la comunicación de la campaña pasará a un permanente chicaneo que solo conseguirá profundizar la apatía del votante, y llevará la participación a niveles pandémicos o quizás peores”; remarcando también que las PASO fueron acordadas “por todos los espacios políticos” y que después el oficialismo, “cuando no les convenía ir a las PASO, las cambiaron por las PAS”.

“El kirchnerismo está quemando las naves, incluso a nivel nacional, poniendo en el ojo de la tormenta a las PASO mismas”, concluyó Castroluna.

Luego, el oficialista Diego García también se refirió a un informe del CIPPEC, referido al rol de las PAS en las elecciones de 2017. “Las PAS no tuvieron ninguna función para definir las listas de candidatos que competirán en octubre”, remarcó García, quien además aseguró que este sistema sí respeta la voluntad del pueblo “ya que van a elegir a un modelo, a un lema”.

Retomando la palabra, Debandi, enojado porque los habían llamado kirchneristas, añadió que “cualquier persona que adhiere a un proyecto político y tiene intenciones de ser candidato, lo van a poder hacer”.

Para el final del debate, que duró no más de 30 minutos, a diferencia de las 3 horas que duró en Diputados, Sergio Guardia, también opositor por Unidos por San Luis, sostuvo que este sistema electoral nació de una decisión “unilateral” y que no se consultó a los partidos. “Hemos desatendido las necesidades del pueblo por una nueva ley electoral”, concluyó el opositor.

Inmediatamente después, el proyecto fue sometido a votación y aprobado por 6 votos contra 2.
