SUBSIDIOS AL TRANSPORTE: EL SENADO DEBATE TRES PROYECTOS EN COMISIÓN
Senadores buscan unificar las propuestas en un dictamen de consenso entre oficialismo y oposición, para reformular el sistema de subsidios al transporte público de pasajeros y que sea más equitativo y eficiente en todo el país.
Tres proyectos de ley que buscan reformular el sistema de subsidios al transporte público de pasajeros para tornarlo más equitativo y eficiente en todo el país comenzaron a ser debatidos en un plenario de comisiones del Senado, en el que se buscará unificar las propuestas en un dictamen de consenso entre oficialismo y oposición.
Los senadores de las comisiones de Infraestructura, Vivienda y Transporte y de Presupuesto y Hacienda acordaron avanzar en la discusión y convocar en las próximas semanas a funcionarios del Ministerio de Transporte y a representantes de Consejo Federal del Transporte (COFETRA).
Tanto el oficialismo como la oposición coincidieron en la necesidad de lograr un dictamen unificado y en la importancia de fijar como criterios para el reparto de subsidios el parque de los micros en funcionamiento habilitados, la cantidad de empleados computables y los kilómetros recorridos.
Los proyectos proponen la creación de un Programa Federal de Distribución Equitativa de Subsidios al transporte público de pasajeros para líneas urbanas y suburbanas que tendrá como finalidad el reparto de esos fondos bajo criterios equitativos.
Para su implementación, se creará un fondo de asignación con la suma de 164 millones de pesos.
En el texto de la senadora Alejandra Vigo (Hacemos por Córdoba) se propone que el fondo de distribución para terminar con las «asimetrías» entre el interior del país y el AMBA tendrá en cuenta los aportes realizados por el Estado Nacional ajustados por la pauta inflacionaria incluida en el Presupuesto 2023.
La autoridad de aplicación del programa será el Ministerio de Transporte, cuyas autoridades podrán exponer en el plenario en los próximos días.
En la reunión de este miércoles, el senador Sergio Leavy (Frente de Todos-Salta), autor de uno de los proyectos, dijo que se debe lograr «un cambio en el sistema de subsidios al transporte» que actualmente «llega a las capitales y después al interior con mucha desigualdad».
Leavy repasó los precios más caros en las provincias en el boleto mínimo de colectivo con respecto al AMBA, remarcó la necesidad de establecer un «coeficiente relacionado con la densidad poblacional» y aseguró que el sistema de reparto «se fue concentrando con un laberinto de resoluciones y terminó beneficiando al AMBA».
Vigo, por su parte, expresó que «es absolutamente necesario» una reformulación del sistema de subsidios y consideró que no se trata de «sacarle a uno para darle a otro» sino de lograr «un sistema de transporte público de pasajeros que tenga una distribución justa, equitativa, como debe ser en un país federal».
El jefe de la bancada de Juntos por el Cambio, Alfredo Cornejo (UCR-JxC), expresó por su parte que los tres proyectos «proponen un reparto justo, equitativo y eficiente pero con fórmula de distribución muy concreta por kilómetros recorridos, cantidad de choferes con tope por unidad, etc.».
«Lo que se busca es que no haya más subsidios en el lugar donde hay más votos, un cambio sustantivo», dijo, y añadió que «no se renuncia a que haya subsidios al transporte, pero la distorsión en nada contribuye a una mejor movilidad urbana».
Cornejo aclaró que los tres proyectos «tienen un altísimo consenso» por lo que pidió que no tenga «grandes dilaciones el tratamiento».
La senadora Cristina López Valverde (San Juan-FdT) declaró que se necesita «una ley que ordene una distribución equitativa» e indicó que el AMBA recibe por mes en subsidios 26 mil millones de pesos, mientras que las provincias en su conjunto reciben 3.500 millones de pesos.
«Se da una situación de asimetría y esto provoca la injusticia y la ineficiencia del transporte público, además de estar muy lejos de ser federales», manifestó.

El presidente de la comisión de Presupuesto, Ricardo Guerra (FdT-La Rioja), pidió no apurar el tratamiento sin antes «escuchar a las distintas autoridades que les tocan administrar para que den sus motivos».
«Esta debería ser una discusión amplia donde todos puedan decir lo suyo. Tampoco se trata de que entremos en una discusión por las asimetrías entre AMBA e interior», sostuvo Guerra.
El legislador oficialista propuso que «se comience a trabajar para consensuar un solo proyecto» escuchando a «todos los actores, no solo de las provincias sino de Nación porque le vamos a estar demandando más recursos a la Nación».
