SANCIONARON LA LEY QUE CREA LA MARCA SAN LUIS
La Cámara de Diputados sancionó este miércoles en proyecto de ley marca San Luis que tiene como finalidad agregarle valor a los bienes y servicios producidos en la provincia “que se comercialicen en el ámbito interno, regional, nacional e internacional”.
“Se espera que se constituya una política de Estado, que se consolide y se fortalezca a lo largo del tiempo, que trascienda los gobiernos. La marca San Luis nos pertenece a toda la sociedad puntana. Esperamos en el ámbito interno sea trascendental fomentar el conocimiento de los productos puntanos y llevar a adelante este cambio cultural para que cuando vayamos a algún lugar estén nuestros productos expuestos en diferentes comercios, en nuestra provincia y fuera de ella. ¿Por qué no soñar lo internacional? Soñar en los productos que vamos a exportar con nuestra Marca San Luis”, manifestó en su alocución sobre el proyecto la oficialista Sonia Delarco.
“Los bienes y servicios identificados con la marca San Luis deben poseer un nivel mínimo de origen provincial en la integración de materia prima, parte y piezas de producción, de modo que se privilegien los eslabones regionales de las cadenas productivas”, dice el artículo 2. La ley sancionada no establece un porcentaje mínimo de origen sanluiseño del producto o servicio. Seguramente se fijará en la reglamentación.
El Gobierno sanluiseño es titular de la Marca San Luis y ejercerá su administración a través del Ministerio de Producción, quien la registrará en registrará en el Instituto Nacional de Propiedad Intelectual. Además, se implementarán estrategias de comunicación para difundir la marca San Luis.
“El desarrollo del símbolo, logotipo, isotipo, isologo o similares que representen la marca San Luis, se realizará a través de encuentros de profesionales locales de la comunicación visual y el diseño, quienes mediante jornadas creativas colectivas crearán tres propuestas, las cuales serán sometidas a votación popular para su elección final. Todo este proceso será guiado y validado por una comisión multidisciplinaria de ilustres profesionales de la comunicación visual y el diseño”, establece el artículo 7.
Por su parte, el presidente del bloque Unidos por San Luis, Gastón Hissa, consideró marca San Luis no cree que le agregue valor a la provincia “que tiene indicadores de pobreza alarmantes, una política de seguridad escasa, nula, una política en materia de educativa que deja mucho que desear, una política de salud que es un recamo constante de los vecinos. ¿Esto le agrega competitividad a la provincia?”.
Además, legislador opositor denunció que el proyecto es una copia y pegue de leyes similares que se implementan en otras provincias.
Tras más de dos horas de debate en las que legisladores opositores criticaron el proyecto y los oficialistas la defendieron, la ley fue sancionada por 26 votos positivos contra 13 negativos.
