La Resolución 803 del Senasa fortalece las acciones ya existentes y establece otras. El foco está puesto en la vigilancia de aves migratorias.

En el marco de las medidas de prevención para evitar el ingreso al país de la influenza aviar altamente patógena (IAAP), el Servicio Nacional de Sanidad y Calidad Agroalimentaria (Senasa) declaró el estado de alerta preventivo sanitario en toda la Argentina, por medio de su Resolución 803/2022

La medida – que entró en vigencia hoy tras ser publicada en el Boletín Oficial, con la firma de la presidenta del Senasa, Diana Guillén – surge con motivo de la presencia de brotes de IAAP, tanto en aves de corral como en aves de traspatio y silvestres, en América del Norte y su actual dispersión hacia América del Sur a través de las rutas migratorias que las aves silvestres inician en época primaveral y que indican una potencial propagación al resto del continente americano.

La normativa permite adoptar en todo el territorio nacional, nuevas medidas de prevención, detección precoz y atención temprana, así como fortalecer las ya existentes, con el fin de disminuir el riesgo de ingreso, exposición y diseminación de la IAAP en huéspedes susceptibles, tanto en aves domésticas como silvestres.

A su vez, faculta a la Dirección Nacional de Sanidad Animal del Senasa a propiciar normas complementarias que dispongan medidas de prevención, vigilancia y contención extraordinarias para disminuir el riesgo de ingreso y potencial diseminación de esta enfermedad en el país.

La declaración del alerta sanitario preventivo va en línea con lo resuelto a nivel regional en el Comité Veterinario Permanente del Cono Sur (CVP) – del que forma parte el Senasa junto a sus pares de Brasil, Chile, Paraguay, Uruguay y Bolivia– y en la Organización Mundial de Salud Animal (OMSA) de las Américas. Los países de la región están estableciendo estas alertas preventivas sanitarias que, entre otras cosas, permiten disponer de manera ágil en caso de que sea necesario, partidas presupuestarias para poder afrontar algún tipo de emergencias.

La Resolución establece además, sanciones a quienes incumplan o transgredan las medidas adoptadas.

Es importante recordar que la IAAP es una enfermedad que nunca fue notificada previamente en la República Argentina e integra el Grupo I de las enfermedades de notificación obligatoria e inmediata consignadas en la Resolución Senasa 153/21.

En este sentido, la OMSA establece que se trata de una infección de declaración obligatoria, que afecta a las aves de corral y silvestres, causada por cualquier virus de influenza tipo A perteneciente al subtipo H5 o H7.

Debido a que la enfermedad está avanzando desde los países del Norte hacia el Sur, a través de migraciones de aves silvestres, es muy importante la notificación inmediata y su detección temprana, a fin de disminuir el gran impacto que tiene sobre los sistemas productivos y comerciales aviares, en términos de gran mortandad de aves y pérdida de mercados internacionales.

Estas acciones son fundamentales para que en caso de que ingresara al país el virus, evitar su dispersión y disminuir al mínimo su impacto negativo.

Para su detección precoz, se requiere de la notificación ante el Senasa de cualquier signo clínico compatible con enfermedades de notificación obligatoria, de importancia para la sanidad de los animales, la salud humana, el comercio internacional y/o la conservación de la biodiversidad. A través de las notificaciones recibidas, el Senasa toma conocimiento y actúa en consecuencia.

Vías de notificación al Senasa

Ante la detección de signos clínicos nerviosos, respiratorios, digestivos, disminución en la producción de huevos, en el consumo de agua o alimento o el hallazgo de aves domésticas y/o silvestres muertas, cualquier persona puede notificar al Senasa, a través de los siguientes canales:

En las oficinas del Senasa – personalmente o comunicándose por teléfono–. A través de la app “Notificaciones Senasa”, disponible en Play Store.

Enviando un correo a notificaciones@senasa.gob.ar y en la **página web, en el apartado Avisá al Senasa
