JUANA KOSLAY: REALIZARÁN MEJORAS EN LAS RUTAS AV. AGUADA DE PUEYRREDÓN Y AV. LAS CHACRAS

La Provincia llamó a licitación para la jerarquización de la Ruta Provincial N° 20 – Av. Aguada Pueyrredón – Av. Las Chacras. La intervención se hará sobre casi 20 kilómetros donde se ejecutarán las obras necesarias para las personas que la transiten, mejoren su calidad de vida.

Con una inversión de $2.495.000.000 y un plazo de ejecución de 16 meses, los trabajos se dividirán en varios tramos que permitirán la generación de empleo y un importante impulso a la economía local.

La obra pública no se toma vacaciones y a solo tres días de iniciado el nuevo año, el Gobierno provincial confeccionó los pliegos licitatorios para el primer llamado del 2023: la jerarquización de la Ruta Provincial N° 20 – Av. Aguada de Pueyrredón – Av. Las Chacras.

“Es una obra muy importante que va a cambiar radicalmente la apariencia y la transitabilidad, jerarquizando enormemente a Juana Koslay”, señaló Jorge García Quiroga, director de Vialidad Provincial, quien agregó: “Ya hemos procedido al llamado a licitación y los sobres con las ofertas se van a estar abriendo el 25 de enero a las 10:00”.

Las características de la obra

Los trabajos tienen por finalidad la jerarquización de la Ruta Provincial Nº 20, tramo llamado Avenida del Viento Chorrillero, comprendido entre la intersección de esta ruta con la Ruta Nacional N° 147 (Puente Derivador) hasta la rotonda Cruz de Piedra en la Localidad de Juana Koslay, en una longitud de 9 kilómetros. Así mismo, se prevé también la puesta en valor de la avenida Aguada de Pueyrredón de una longitud de 6,4 kilómetros, avenida Las Chacras hasta su intersección con RP N° 19 en una longitud de aproximadamente 1 kilómetros, y el tramo desde rotonda Las Chacras hasta el ingreso al Autódromo de Potrero de los Funes donde se contempla repavimentar, conformar banquinas y ejecutar de demarcación horizontal.

“La Ruta Provincial N° 20 es de gran importancia y clave, ya que es la vinculación y articulación de la Ciudad de San Luis con el Municipio de Juana Koslay, tercero más poblado del Gran San Luis y, además, conexión con los principales circuitos turísticos de la provincia y con las localidades cercanas más importantes con una alta interacción de tráfico particular, comercial y turístico”, explicó García Quiroga.

En este recorrido, la RP N° 20 toma distintos nombres, como avenida del Viento Chorrillero en su tramo desde el Puente Derivador hasta la Rotonda Cruz de Piedra (carriles unidireccionales en el sentido oeste – este de vinculación con la localidad de Juana Koslay) y desde la rotonda antes nombrada en su retorno hacia la ciudad de San Luis, también de carriles unidireccionales en el sentido este – eeste, toma el nombre de Aguada de Pueyrredón hasta el Puente Derivador en gran parte de ese trayecto.

“Se prevé la repavimentación de las mismas con los distintos tratamientos que demande cada sector, a fin de mejorar la transitabilidad respondiendo al gran aumento de tránsito de los últimos años debido al crecimiento de esta zona de nuestra provincia”, detalló el funcionario.

Además, detalló: “Se construirá un carril adicional con separadores para la circulación de ciclistas en un ancho promedio de 2.50 metros con cordón integrado sobre el lateral izquierdo de la avenida y de un ensanche de 1,50 metros del lado derecho también con cordón integrado. Se complementan los trabajos con veredas de terminación cepillado antideslizante, brindando a los vecinos mayor tranquilidad a la hora de circular por los lugares previstos para recreación y circulación peatonal. La ciclovía existente debe convertirse en vereda peatonal, reacondicionándola donde sea necesaria, manteniendo las características de la existente”.

“Sobre la avenida Aguada de Pueyrredón, se prevé la pavimentación y cordón cuneta de la banquina derecha con el objeto de funcionar como carril de ciclistas con la correspondiente señalización y separadores, como así mismo la pavimentación de la banquina izquierda a fin de favorecer los ingresos y egresos a la colectora de los usuarios de usuarios residenciales. En el mismo orden, se prevé la realización de una dársena para el ingreso y egreso seguro de los moradores del Barrio Los Quebrachos”, dijo Jorge García Quiroga y anticipó la construcción de garitas inteligentes y sustentables de refugio de pasajeros, con sistema propio de energía solar, señales débiles y carteles informativos, con sus respectivas dársenas para el estacionamiento de colectivos.

La adecuación de soluciones viales a las necesidades actuales

Con el propósito de brindar regulación y ordenamiento del tránsito en nudos de circulación que se han ido acrecentando en los últimos tiempos debido al crecimiento urbano, y contribuyendo enormemente a la reducción de la velocidad de los vehículos que por allí transitan, principalmente en las épocas donde en la zona se desarrolla todo su potencial turístico y el transito aumenta considerablemente, se plantean nuevas intersecciones a nivel del tipo giratorias en:

– La intersección de la Av. del Viento Chorrillero con la Av. San Roque, con la particularidad que está a su vez formará parte del amplio proyecto en el cual se construirá el Parque Acueducto Vulpiani.

– En la intersección de la Avda. del Viento Chorrillero con la calle Pancha Hernández, la cual busca mejorar el acceso a dicha calle, al Barrio Los Eucaliptus, y sobre todo ordenar el acceso al Hospital de la localidad de Juana Koslay, unidad sanitaria que posee gran afluencia de pacientes.

– En el encuentro de la Avda. Las Chacras y Av. del Portezuelo, la misma distribuiría de manera ordenada el transito proveniente de la zona serrana y cuyo destino es la ciudad de San Luis, o viceversa, y que, en este punto brinda dos opciones por Ruta Provincial N° 18 o por Ruta Provincial Nº 19.

Colectoras iluminadas, seguras y transitables

Con el objetivo de resolver la circulación interna vehicular de los barrios colindantes a la avenida Aguada de Pueyrredón se proyecta refuncionalizar, pavimentar e iluminar la colectora existente en el tramo comprendido entre las calles Lindor Quiroga y Las Américas en una longitud de 2.400 metros aproximadamente, poniendo en valor y jerarquizando una colectora existente tan necesaria para los vecinos de esta zona de la ciudad de Juana Koslay. Se proyecta repavimentar en concreto asfaltico de 4 centímetros de espesor y hacer el cordón cuneta faltante entre Lindor Quiroga y González, y la pavimentación en hormigón con cordón cuneta integrado con veredas e iluminación entre calles González y Las Américas.

Del mismo modo, se pavimentarán e iluminarán las colectoras de la avenida Las Chacras en una longitud aproximada de 1.000 metros cada una de ellas. En este mismo orden, y a fin de mejorar el vínculo existente entre la avenida del Viento Chorrillero y la Ruta Nacional Nº 7 se intervendrán las calles Las Voces del Chorrillo y la diagonal colindante hasta lomo de burro de acceso a la Estación de servicio Bella Vista, repavimentándolas, incorporando veredas e iluminación urbana con tecnología LED, lo que aportará un nuevo marco de calidad y seguridad al transitar por ellas.

Además, se complementará la obra con la repavimentación, acondicionamiento de banquinas y señalización horizontal en todos los tramos considerados como así también en el tramo desde la proyectada rotonda Las Chacras al ingreso al circuito de Potrero de los Funes en una longitud aproximada de 2.700 metros. También se contempla la reposición de la señalización vertical, colocación de barandas metálicas y acondicionamiento de las existentes.

El rol de la obra pública en procesos de crecimiento de la economía provincial

La obra pública cumple un rol importante en la consolidación de procesos de crecimiento de la economía provincial: se generan incrementos en la productividad, reducción de costos energéticos, logística y colabora con un desarrollo urbano que aumenta considerablemente la calidad de vida y el bienestar de los puntanos.

En este sentido, y teniendo en cuenta que durante casi un año y medio, la jerarquización de la RP N°20 – continuaciones e intersecciones- va a generar nuevas fuentes de trabajo, el titular de Vialidad Provincial afirma: “Por efecto directo, el primer impacto de la obra pública es en el ciclo económico que se materializa en la generación de empleo por parte de las empresas constructoras, subcontratista de servicios y oficios y generación de empleo en empresas proveedoras de productos e insumos para el sector, la integración de toda la cadena productiva provincial en lo que a materia prima de la construcción se refiere, tanto de productos elaborados como industrializados y la incorporación de métodos constructivos enmarcados en arquitectura sustentable y amigable con el medio ambiente”.
