PREOCUPANTE SITUACIÓN DE LA SALUD MENTAL EN LA PROVINCIA DE SAN LUIS
El Gobierno de San Luis sólo destina el 1% del presupuesto al área. La ley Nº 26.657 establece que las partidas al sector deben ser del 10%. Sin embargo, desde la gestión de Alberto Rodríguez Saá incumplen la disposición. Pacientes del hospital escuela advierten la falta de inversión y la desidia a la que deben someterse.
Desde el Colectivo Relámpago volvieron exponer cuestionamientos a la falta de políticas destinadas al área de salud mental en San Luis. Desde hace unos meses, vienen dando a conocer situaciones y falencias que presenta el servicio en la provincia. Ahora se sumó el incumplimiento de una ley nacional.
Se trata de la Nº 26.657 que fue sancionada en 2010 y se enfoca en el Derecho a la Protección de la Salud Mental.
El artículo 32 instaura que en un plazo no mayor a tres años, debía incluirse en los proyectos de presupuesto “un incremento en las partidas destinadas a salud mental hasta alcanzar un mínimo del 10% del presupuesto total de salud”.
“Se promoverá que las provincias y la Ciudad Autónoma de Buenos Aires adopten el mismo criterio”, agrega el apartado. A 13 años de vigencia de la ley, esto no se respeta en San Luis. Una muestra de eso es que para este 2023, el ministerio de Salud tiene un presupuesto de $38.411.281.919.
De esa suma, el programa Gestión de Políticas en Salud Mental cuenta con $500 mil. A su vez, la dirección Hospital de Salud Mental prevé su funcionamiento con $528.409.156. Es decir, esos recursos solo representan el 1,37% del total con que dispone la cartera sanitaria.
Esta situación fue una de las que expusieron desde el Colectivo Relámpago a autoridades provinciales. Si bien se reunieron en varias ocasiones, no llegó una respuesta concreta.
“¡Basta de negligencia estatal contra nuestra salud mental! Exigimos la urgente implementación del presupuesto que la Ley Nacional de Salud Mental N° 26657 establece”, reclamaron desde la entidad.
En concordancia con esto, dieron a conocer carteles que están dentro del hospital-escuela, y que reflejan el abandono y la desidia de parte del Gobierno. Por ejemplo, en uno de ellos avisan que las personas internadas deben llevar su ropa de cama. En otro caso, piden que los pacientes permanezcan con higiene.
“Sabemos que hay cosas inmediatas que dependen de la voluntad política simplemente”, afirmaron. Y sumaron experiencias donde los vecinos que están alojándose no cuentan con agua potable, azúcar o comidas nutritivas.
En el mismo sentido, cuestionaron que luego de tres audiencias” con funcionarios provinciales “las denuncias iniciales siguen sin solucionarse prácticamente”.
En los encuentros, el colectivo había pedido información certera sobre el presupuesto al área debido a que “con solo observar la situación edilicia, la escasez de personal y de recursos básicos, resulta evidente que la salud mental no es una prioridad del Gobierno de San Luis”.
Los reclamos sobre el tema también estuvieron presentes en la marcha del 8M en San Luis. Hubo varios carteles haciendo alusión a la problemática y a la responsabilidad del Gobierno de Alberto Rodríguez Saá.
“El acceso a una salud mental integral debe dejar de ser un privilegio”, y “en el Hospital de Salud mental se ejerce violencia patriarcal”, decían algunos. Además, pidieron la articulación con la secretaría de la Mujer y se dirigieron al ministro de Salud, Cristian Niño para que cumpla con la legislación nacional sobre el presupuesto.
