La entidad ahora reprograma las operaciones para los meses de abril y mayo. Crece la preocupación en la población.

Miles de bolivianos se agolparon durante las últimas semanas en las puertas del Banco Central y de las casas de cambio para comprar dólares, motivados por la escasez de la moneda estadounidense en el país por la caída de las reservas internacionales.

La corrida generalizada rápidamente provocó un faltante de liquidez en moneda extranjera en la mayor parte de los bancos. Y este problema parece estar lejos de solucionarse.

El episodio sacó a la luz algunas de las debilidades más importantes del sistema que mantiene el gobierno de Luis Arce. Las reservas internacionales del Banco Central de Bolivia descendieron de 15.123 millones dólares en 2015 a sólo 3.538 millones en febrero de este año, de los cuales apenas 302 millones están en divisas.

Esta reducción, provocada principalmente por la caída de las exportaciones y el contexto internacional de inflación, ha despertado el temor en la población, que se ha lanzado a comprar dólares para mantener sus ahorros.

Una de las primeras medidas que tomó el gobierno fue habilitar la venta de dólares a través del Banco Central. Sin embargo, esta semana ya tuvo que dar marcha atrás.

Desde el lunes, el Banco Central de Bolivia ya no vende dólares al público. Ahora reprograma las compras para los meses de abril y mayo, según indicaron varios ciudadanos que hacen fila en puertas de esa entidad al diario local Página Siete.

A todo esto, se suma el registro de una nueva caída en la cotización de los bonos soberanos: ahora valen 55 centavos de dólar cuando estos fueron comprados a un dólar.

“Tengo el número 53, me han dicho que vuelva el 15 de mayo con esta ficha. Quiero comprar 15.000 dólares”, manifestó este martes al periódico citado un hombre en las puertas del Banco Central luego de hacer la fila desde las 6:00 de la mañana.

“Necesito dinero para importar productos para vender, son solo 10.000 dólares. Antes compraba de la casa de cambio o del banco, pero ahora ya nadie tiene o quieren vender más caro”, expresó otra mujer a Página Siete.

Siguiendo al diario citado, las filas existen solamente para que les reprogramen la compra en abril o mayo, dependiendo del monto que quiera la persona. “Para cifras menores a los 1.000 dólares, la programación se realiza para la primera quincena de abril; mientras que, para montos altos, la cita es para la segunda quincena de mayo”.

Hace unos días, el propio gobierno admitió el problema a través del portavoz Presidencial, Jorge Richter. “Bolivia está enfrentando, en estos momentos, una iliquidez de dólares, de divisas para las operaciones de importación y exportación”, reconoció.

Sin embargo, declaró que la demanda de divisas está siendo atendida, “por un lado, liberando el encaje financiero ante los bancos, que les ha permitido disponer de alrededor de 240 millones de dólares, una medida circunstancial con fecha determinada; y número dos, se han liberado también, a través de los Derechos Especiales de Giro, 300 millones de dólares en divisas”.

“El país tiene, en este momento, estos recursos mientras se aprueban lo créditos, mientras ingresan divisas efectivas al país”, explicó Richter en el programa Fama, Poder y Ganas. Esto que dijo hace unos días hoy no pareciera ser más complejo.
