RODRÍGUEZ LARRETA ANUNCIÓ MEDIDAS PARA ALIVIAR LOS ALQUILERES EN LA CIUDAD DE BUENOS AIRES
El jefe de Gobierno de la Ciudad de Buenos Aires, Horacio Rodríguez Larreta, anunció hoy medidas para aliviar la problemática en torno a los alquileres, con beneficios para inquilinos y propietarios. “Quiero que todos puedan decidir sobre su futuro sin estar a la deriva por un mercado inmobiliario que está explotado”, señaló.
Y afirmó: “Vamos a trabajar en el mismo sentido en la Nación si me eligen presidente, porque este es un problema que va mucho más allá de la Ciudad de Buenos Aires, es un problema de todos los argentinos”.
Rodríguez Larreta explicó que en las charlas con vecinos se repite la preocupación en torno a las dificultades para encontrar un alquiler y lo complicado que resulta pagarlo, escenario que se replica en todas las ciudades grandes del país. “Entre el costo del alquiler más los gastos, las expensas y los servicios no hay laburo que alcance en este contexto de inflación descontrolada. El sentimiento de resignación es muy grande”, detalló.
Rodríguez Larreta señaló que el precio de los alquileres “es uno más de los problemas que genera una macroeconomía descontrolada”, aunque remarcó que “en este caso se agrava por una ley que no resolvió ningún problema y los empeoró todos”.
Por esa razón, afirmó que hay que derogar la ley y trabajar en un sistema que sirva a inquilinos y propietarios, y ayude a resolver lo que ya es la crisis habitacional más grande en 30 años. “Nuestros diputados están trabajando en alternativas para priorizar las necesidades de quienes todos los días sufren las consecuencias de esta ley. Pero necesitamos un acuerdo que involucre a todos los sectores y les dé respuestas. La política no puede solo enfocarse en las diferencias y las peleas previas, los dirigentes tenemos que ser capaces de derogar una ley que está afectando a todos los argentinos”, sostuvo.
Mientras tanto, la Ciudad de Buenos Aires trabaja en busca de alivios. Las medidas, detalló, incluyen distintos programas para facilitar los alquileres, con bonificaciones de hasta el 70% en seguros de caución para que más personas puedan alquilar sin la necesidad de una garantía propietaria; créditos simples con cuotas accesibles para hacer frente al mes de adelanto, el depósito y el costo propio de cualquier mudanza; y créditos para que los propietarios puedan mejorar sus propiedades vacías y ofrecerlas en el mercado en las mejores condiciones posibles, y para que los inquilinos también puedan refaccionar las propiedades que alquilan.
Esas medidas incluyen la ampliación de la exención impositiva de ingresos brutos para contratos de alquiler; la eximición del ABL y el impuesto inmobiliario a las unidades alquiladas por hasta 36 meses o la duración del contrato; la colaboración entre el sector público y privado para aumentar la oferta de propiedades; y el análisis de nuevos tipos de vivienda que hoy existen en distintos lugares del mundo, como la covivienda.
“Yo quiero que los jóvenes tengan intacta la ilusión de independizarse de sus familias a una edad lógica. Que las mujeres que crían a sus hijos solas puedan hacerlo en una vivienda digna. Que los jubilados no dejen todos sus ingresos en un alquiler imposible de pagar”, remarcó Rodríguez Larreta.
Por último, afirmó: “Transformar la vida de los argentinos se logra con medidas concretas y mucho laburo para llevar alivio en situaciones tan duras como la que estamos atravesando. Quiero liderar la generación de personas que se animan a trazar un punto de inflexión en la historia argentina y que se animan a poner la verdad sobre la mesa. Sin grandes discursos, sin gritos, sin relato; trabajando todos los días sin aflojar para que los argentinos vivamos mejor”.
Las medidas, en detalle
La Ciudad va a ofrecer tres programas a través del IVC para hacer todo más fácil:
Garantía más fácil: Se va a bonificar hasta el 70% del seguro de caución. Para que propietarios puedan usar ese seguro, que es mucho más confiable que una garantía propietaria. Los inquilinos, de este modo, no necesitarían garantía propietaria y podrían afrontar el costo del seguro de caución.
Alquilar más fácil: Un crédito simple para mudarse. Romper la barrera para los que pueden pagar un alquiler, pero no los costos de entrada.
Refacción más fácil: Financiar reformas en viviendas desocupadas para aumentar la oferta. Para que los propietarios puedan agregar valor a sus inmuebles y los puedan alquilar en mejor estado; y para que los inquilinos disfruten (pagando menos) de una casa en buenas condiciones.
Además, se ampliará la exención impositiva de ingresos brutos para contratos de alquiler, para mejorar la rentabilidad de las formas tradicionales de alquiler. El tope de exención pasará de $ 75.000 a $ 220.000. La exención era para una segunda propiedad como máximo y ahora ese tope pasa a tres propiedades.
También se eximirá del ABL y el impuesto inmobiliario a las unidades alquiladas por hasta 36 meses o la duración del contrato. Habrá un tope de valor fiscal y un tope al valor del alquiler.
En paralelo, la Ciudad trabaja junto al sector privado para aumentar la oferta de vivienda, incentivando la construcción en zonas estratégicas.
