EL CONCEJO APROBÓ LA TARIFARIA 2024, CON UN 46% DE AUMENTO EL 1ER SEMESTRE, Y NUEVOS PASES A PLANTA PERMANENTE
En una sesión de más de dos horas, el Concejo Deliberante aprobó la tarifaria 2024 por unanimidad, a pesar de que costó lograr un consenso en las reuniones de Comisión, previo a la sesión. Además, se aprobó el pase a planta permanente de 19 empleados contratados del Concejo, por el que tanto se discutió hace unas semanas.
La disputa con respecto a la tarifaria se centró en que el proyecto original establecía una suba del 60% para todo 2024, contrario a lo que se venía haciendo los últimos años, que era establecer un aumento por semestre, en base a la inflación del año en curso. Tras semanas de debate en Comisión, se logró un despacho por unanimidad, logrando introducir las modificaciones propuestas por Ojeda, quien recientemente abandonó el oficialismo, y Guillermo Araujo, el presidente del bloque Unidos por San Luis.
Justamente, la principal modificación fue la de volver al sistema de un aumento por semestre. De este modo, en el proyecto aprobado el día de hoy, la UMM (unidad monetaria municipal), que es la base que se utiliza para calcular el valor de los servicios brindados por el municipio, pasará de los $15,87 actuales a $23,23 en el primer semestre, lo que supone un aumento del 46,37%. “Lo que hicimos para calcular cuál va a ser el incremento para el primer semestre es considerar la inflación del primer semestre del ejercicio 2023 y reflejarlo en ese incremento”, explicó Ojeda.
Para el segundo semestre del año, el porcentaje no está definido, ya que el segundo semestre de 2023 todavía no ha concluido, pero seguramente será un porcentaje considerablemente alto, teniendo en cuenta la inflación de los últimos meses.
Otra modificación, introducida por Ojeda, fue la de aumentar los montos de facturación que separan a los pequeños de los medianos contribuyentes, teniendo en cuenta el periodo inflacionario que atraviesa el país.
Por su parte, Juan Martín Divizia, del bloque Frente Justicialista de Todos, destacó la voluntad política que hizo posible la aprobación por unanimidad del proyecto.
En cuanto al resto de la sesión, la misma comenzó con la aprobación de la resolución de presidencia para el nombramiento de 19 trabajadores contratados del Concejo Deliberante como planta permanente. Este proyecto fue aprobado por 10 votos afirmativos y uno negativo, de Ojeda. Se destacó además la ausencia de los concejales del bloque poggista Unidos por San Luis, quienes el pasado 26 de octubre adelantaron que no iban a acompañar el proyecto y hoy se sumaron a la sesión después del tratamiento de este proyecto.
En cuanto al voto negativo, lamentablemente no se pudo escuchar, en la transmisión online, la argumentación de Ojeda. Por ende, La Gaceta Digital consultó al concejal sus razones, y respondió: “Se aprobó una resolución que permite nombrar personal en planta permanente sin conocer quiénes serán estas personas. Tampoco se desprende que requisitos se tendrán en cuenta para la selección del mismo”. Por el lado de los demás bloques, no hubo ningún tipo de argumentación sobre este proyecto.
Otro punto destacado de la sesión fueron las 4 bancas jóvenes que ocuparon jóvenes de promociones de 4 escuelas de la ciudad. Con gran seriedad y demostrando que claramente habían estudiado los temas que abordaron, los jóvenes expresaron sus preocupaciones e ideas para mejorar la ciudad, y presentaron sus proyectos con formato de ordenanza. Los mismos fueron girados a comisión, donde van a ser tratados en conjunto con iniciativas similares de concejales de la ciudad. La concejala Agustina Gatto, la principal impulsora de la participación de los jóvenes en el Concejo, se mostró muy optimista de que muchos de estos proyectos puedan concretarse.
Los proyectos presentados el día de hoy fueron:
– Instituto Privado San Marino: “Colocación de baldosas pododáctiles y adaptación de la vía pública para personas no videntes y en silla de ruedas”. Pase a comisión de Obra Pública.
– Instituto Cristo Rey: “Talleres de autoconocimiento e introducción a la vida universitaria y laboral”. Pase a comisión de Cultura y Juventud.
– Escuela N°313 Rosario Mercedes Simón: “Realización de talleres de concientización sobre el cuidado del medio ambiente”. Pase a comisión de Salud.
– Escuela Técnica N°5 Ingeniero Álvarez Condarco: “Realización de talleres de lengua de señas y braille en el ámbito de la Ciudad”. Pase a la comisión de Cultura.
