Las provincias acusaron el impacto de la caída de las transferencias automáticas por la baja en la recaudación de impuestos.

Las provincias ya comenzaron a sentir el impacto de las medidas tomadas por el ministro Sergio Massa en su condición de candidato presidencial del Frente K Unión por la Patria. De acuerdo a un informe del IARAF, la caída de las transferencias automáticas por coparticipación, leyes complementarias y compensaciones para San Luis se ubicó en el 13,1% en comparación a igual período de 2023. Según el IARAF, en noviembre, San Luis recibió $33.354 millones, lo que representa una variación nominal del 126,6% y una variación real del -13,3%.

Ante la caída de los recursos, los gobernadores apuran el proyecto para coparticipar el impuesto al cheque.

Al analizar la situación, solo de los fondos de coparticipación se observa que para todas las provincias la variación fue del -13,8%. Solo por coparticipación, Catamarca recibió $ 38.454 millones, una variación nominal del 125% y real del 13,8%.

El estudio económico explica que en noviembre, el Gobierno Nacional envió al consolidado de provincias más las Ciudad Autónoma de Buenos Aires $1.555.000 millones en concepto de coparticipación, leyes complementarias y compensaciones, frente a $677.000 millones enviados durante igual período del año anterior. Es decir que se observó una variación nominal del 125,8%. Descontando el proceso inflacionario del período, esto se traduciría en una caída real de 13,6% interanual.

Según explican, la caída es por un menor desempeño en la recaudación real del IVA debido a cambios en relación con la administración tributaria sobre percepciones aduaneras y al mal desempeño de la recaudación del impuesto a las ganancias producto de la reciente reforma de la cuarta categoría. El crecimiento del 3,6% en el IVA no habría alcanzado a cubrir la caída de ganancias (-32,7%), por lo que, este mes, hubo una caída en la masa coparticipable real, según la información provista.

Al considerar la evolución individual en las jurisdicciones, se observa que en todos los casos la variación real fue negativa. Buenos Aires fue la jurisdicción de mayor caída (-14,4%) y Córdoba (12,7%), la de menor.

En concepto de leyes complementarias y compensaciones, en el mes de noviembre de 2023, el gobierno Nacional envió al consolidado de provincias más CABA $106.000 millones, frente a $45.000 millones enviados durante igual período del año anterior. Es decir, se observó una variación nominal del 132,6%. Descontando el proceso inflacionario del período, esto se traduciría en una caída real del 11%.

Al considerar la evolución individual en las jurisdicciones, se observa que no todos los casos fueron negativos, hubo una amplitud de 72,9 p.p. con jurisdicciones como CABA, que encabezó el ranking con caída real del orden del 66,4%, mientras que Córdoba tuvo una suba real del orden del 6,5%. En el caso de Catamarca, tuvo una variación positiva por compensaciones ya que hubo una variación interanual real del 4, 9% cuando la caída consolidada fue del -11,09%. En este concepto la provincia recibió $ 1.848 millones y fue beneficiada junto a Córdoba, Santa Fe y La Pampa.
