El ministro de Economía dio detalles sobre el plan económico que aplicará el gobierno de Javier Milei en el inicio de su mandato
El ministro de Economía Luis Caputo anunció cuáles serán las primeras medidas del plan económico del gobierno de Javier Milei, que incluyen decisiones de tipo fiscal, monetario y cambiario para afrontar la crisis económica y financiera. En ese sentido, adelantó un dólar oficial a 800 pesos, que se duplicará el valor de la AUH y la Tarjeta Alimentar, no se renovarán los contratos de empleo estatal menores a un año y se reducirán las transferencias discrecionales a las provincias.
Una por una, las 10 medidas que anunció el ministro Luis Caputo. Entre las principales decisiones explicadas por el ministro, se destacan:
1. No se renuevan contratos en el estado que tengan menos de un año de vigencia. “Es una práctica habitual en política incorporar familiares, amigos, antes de la finalización de un término de mandato”.
2. Se suspende la pauta publicitaria del Gobierno Nacional por un año. “En 2023 se gastaron $34.000 millones en pauta entre Presidencia y los ministerios. No hay plata para gastos que no sean estrictamente necesarios, y mucho menos, para sostener con plata de los contribuyentes medios que se crean solo para alabar las virtudes de los gobiernos de turno”.
3. Los ministerios pasan de 18 a 9 y las secretarías de 106 a 54. “Esto va a redundar en una reducción de más del 50% de los cargos jerárquicos de la política y del 34% de los cargos políticos totales del Estado Nacional”.
4. Reducción al mínimo de las transferencias discrecionales a provincias. Esos recursos, señaló Caputo, “lamentablemente en nuestra historia reciente se han usado como moneda de cambio para intercambiar favores políticos.
5. No se licita más obra pública nueva y se cancelarán las licitaciones aprobadas cuyo desarrollo no haya comenzado. “Las obras de infraestructura serán realizadas por el sector privado ya que el estado no tiene plata ni financiamiento para llevarlas a cabo”.
6. Reducción de subsidios a la energía y el transporte. “El estado mantiene artificialmente precios bajísimos a través de subsidios. La política siempre engaña a la gente haciéndole creer que le pone plata en el bolsillo a la gente. Pero los argentinos ya se dieron cuenta esos subsidios se pagan con inflación. Lo que se regala en el boleto, se paga en el supermercado”.
7. Se mantienen los planes Potenciar Trabajo pero sin actualización, en base al presupuesto 2023. “Vamos a fortalecer las políticas sociales que son recibidas directamente por quienes la necesitan, sin intermediarios, como la Asignación Universal por Hijo y la Tarjeta Alimentar”.
8. Tipo de cambio oficial a 800 pesos y aumento del impuesto PAIS. “Vamos a sincerar el tipo de cambio oficial que va a pasar a 800 pesos para que los sectores productivos tengan los incentivos adecuados para que aumente su producción. Estará acompañado por un aumento provisorio del impuesto PAIS a las importaciones y a las exportaciones no agropecuarias”.
Así, dijo Caputo, “se beneficia a los exportadores con un mejor precio y equiparamos la carga fiscal para todos los sectores y dejamos de discriminar al sector agropecuario. Luego de la emergencia vamos a avanzar en la eliminación de todos los derechos de explotación, un gravamen perverso que no nos gusta y entorpece el desarrollo argentino”.
9. Se eliminarán las SIRA. “Se reemplazarán por un sistema estadístico y de información que no requerirá de la aprobación previa de licencias. Se termina la discrecionalidad. El que quiera importar podrá hacerlo y punto”.
10. Aumenta un 100% la AUH y un 50% la Tarjeta Alimentar. “Esto va en línea con lo que decíamos antes, que vamos a fortalecer los planes que van directo a la gente, sin intermediarios, y a la gente que más lo necesita”.
El jefe del Palacio de Hacienda hizo los anuncios a través de un mensaje que se grabó por primera vez cerca de las 15 en el microcine del ministerio y luego se volvió a filmar en el despacho del ministro, tras dos días de intensas reuniones en la Casa de Gobierno con el jefe de Estado y con su equipo de funcionarios y asesores. Tras dos horas de demora, el discurso de Caputo fue subido a la cuenta de la red social X de la Presidencia.
