VUELVE A COMISIÓN EL PROYECTO DE LEY «BASES» Y SE DEBE EMPEZAR A TRATAR DE NUEVO
La situación se debió a la falta de acuerdos para aprobar artículos claves de la iniciativa promovida por el Gobierno, como las privatizaciones de empresas públicas, el sistema de endeudamiento y temas de seguridad.
La Cámara de Diputados volvió a enviar a comisión el dictamen de mayoría de la ley de Bases y se levantó la sesión de este martes, con lo cual el proyecto promovido por el Gobierno Nacional tendrá que ser analizado de nuevo.
La decisión se adoptó porque el oficialismo no tenía los votos para aprobar artículos claves de la ley, como las privatizaciones de las empresas públicas, las reformas a la ley de sostenimiento de la deuda y el agravamiento de penas para limitar las protestas sociales.
Con esta resolución, la iniciativa de 646 artículos se deberá empezar a tratar de nuevo, ya que cayó la aprobación en general del proyecto así como los artículos aprobados y la orden del día número 1, de acuerdo con lo establecido en el artículo 155 de la cámara baja.
Ese artículo establece que «un proyecto que, después de sancionado en general, o en general y parcialmente en particular, vuelve a comisión, al considerarlo nuevamente la Cámara, se le someterá al trámite ordinario como si no hubiese recibido sanción alguna».
La moción de devolver el proyecto a comisión fue formulada por el presidente del bloque de la Libertad Avanza, Oscar Zago, tras lo cual el presidente del cuerpo, Martín Menem, levantó la sesión.
El pedido de Zago sucedió luego de un cuarto intermedio solicitado para buscar acuerdos sobre el capitulo 7 de privatizaciones y la convocatoria a una reunión de Menem con los jefes de bloques, donde se definió la vuelta a comisión del proyecto.
El oficialismo consiguió aprobar el viernes pasado el proyecto en general con 144 votos, y este martes pudo votar la declaración de emergencia, y la facultades delegadas, pero tuvo un fuerte traspié cuando no pudo sancionar la mayoría de los artículos de la reforma administrativa del Estado ni tampoco algunos de los los alcances de la delegación de facultades.
El Gobierno está en minoría en el Congreso, ya que en Diputados tiene solo 38 diputados de los 257 y había podido construir una mayoría con 144 votos para aprobar en general el proyecto, y preservó esa ventaja con 134 votos para aprobar en particular los artículos de emergencia y la mayoría de las delegaciones de facultades.
Pero ese consenso se empezó a caer cuando se trató el inciso h sobre las facultades para modificar, unificar o eliminar fideicomisos o fondos fiduciarios públicos creados por normas con rango legal, inclusive los destinados a subsidios, revisar su procedencia y destino para lograr una mayor racionalidad, eficiencia, eficacia, transparencia y control del uso de recursos públicos.
Si bien el diputado de Hacemos Coalición Federal Nicolás Massot propuso eliminar de ese inciso los fondos fiduciarios de desarrollo provincial y otro referido a la construcción de vivienda, y esa petición fue aceptada por el presidente de la comisión de Legislación General, Gabriel Bornorino, el radicalismo ya tenía decidido votar en contra y por eso su presidente, Rodrigo de Loredo, pidió votar los incisos por separado.
En tanto, los incisos i y j también fueron rechazados al cosechar 123 positivos contra 130 negativos y estaban referidos a la facultad sobre la política de hidrocarburos y tarifas energéticas y sobre seguridad, temas considerados por el oficialismo.
En ese sentido, el inciso j permitía fortalecer la actuación de las Fuerzas Federales de Seguridad en la investigación, prevención y lucha de los delitos complejos y el crimen organizado; la producción y tráfico de estupefacientes; la corrupción de niños, niñas y adolescentes; terrorismo; las privaciones ilegítimas de la libertad agravadas; los delitos aduaneros; los secuestros extorsivos y trata de personas.
A esa situación se agregó el rechazo de cinco de los seis incisos que contenían el quinto artículo de la iniciativa producto de la negativa de los bloques de Unión por la Patria, la Coalición Cívica, un sector del radicalismo y otro del bloque Hacemos; en tanto que el PRO, la mayoría de la UCR y La Libertad Avanza votaron a favor.
“Al oficialismo le encanta seguir perdiendo. Traten de receptar algunas propuestas y de ganar, siempre hay que ganar”, expresó el titular del bloque Hacemos, Miguel Angel Pichetto, antes de pedir un cuarto intermedio de quince minutos con los jefes de los bloques y el presidente de la Cámara de Diputados, Martín Menem.
A eso se sumó que tampoco tenían asegurado los votos para su propuesta para privatizar unas treinta empresas, con lo cual el oficialismo se quedaba sin los artículos centrales que son el corazón de la iniciativa.
El Gobierno responsabilizó a los «gobernadores» por el retorno a comisión de la ley Bases, que el viernes último había sido aprobada en general por la Cámara de Diputados, y los acusó de «destruir» esa normativa.
«El presidente Javier Milei asumió el 10 de diciembre de 2023 con la responsabilidad de liberar las fuerzas productivas de la Nación, enfrentar la inflación y terminar con el déficit. Bajo este mandato, no va a permitir que quienes hace años se benefician de un sistema corrupto y empobrecedor frustren el futuro de todos los argentinos», manifestó la oficina del mandatario en un comunicado oficial.
El Poder Ejecutivo consideró así que «los gobernadores tomaron la decisión de destruir la ‘Ley Bases y Puntos para la Libertad de los Argentinos’ artículo por artículo, horas después de acordar acompañarla».
Los gobernadores de JXC rechazaron la acusación y señalaron: «Acompañamos el paquete de emergencias y facultades pedidas por el Gobierno Nacional», y «cumplimos con el compromiso asumido públicamente de ayudar al Gobierno entrante con las herramientas que cree necesarias para las transformaciones que requiere nuestros país».
El bloque de diputados nacionales del PRO ratificó su compromiso «para apoyar el cambio» y destacó la importancia de que la gestión de Javier Milei «tenga las herramientas que necesita».
«Durante estas semanas, nuestros diputados, y los gobernadores del PRO trabajaron incansablemente para lograr que este gobierno tenga las herramientas que necesita para gobernar y llevar adelante el cambio», sostuvieron los legisladores del PRO en un comunicado.
En tanto, la diputada radical Karina Banfi dijo: la «UCR ha cumplido con su vocación de oposición responsable acompañando lo que sabemos que es bueno para la sociedad y propusimos cambios sensatos. Es necesario para llegar a déficit cero un pacto fiscal entre Provincias y Nación. Desdramaticemos: las instituciones funcionan».
La sesión se reinició a las 14.30 tras el cuarto intermedio al que se pasó el viernes y en el primer tramo, el presidente de la Cámara baja, Martín Menem, dio lugar a planteos de los diputados sobre cuestiones de privilegio.
Los primeros planteos provinieron del bloque de la Izquierda, donde los diputados Nicolás Del Caño y Romina del Plá cuestionaron a la ministra de Seguridad, Patricia Bullrich, por el operativo desplegado durante las manifestaciones en contra de la ley registradas la semana pasada.
Previamente Menem mantuvo este mediodía un encuentro con los diputados Miguel Pichetto (Hacemos Coalición Federal), Cristian Ritondo (PRO) y Rodrigo de Loredo (UCR) del que también participaron el ministro del Interior, Guillermo Francos, y legisladores del oficialismo, pero sin llegar al consenso para votar artículos que son centrales para el Gobierno Nacional.

Как ГСУ питерского главка МВД выбивало «показания» по «делу «Лайф-из-Гуд» –«Гермес» – «Бест Вей»
5 декабря на заседании Приморского районного суда Санкт-Петербурга была допрошена в качестве свидетеля 75-летняя Зоя Магомедовна Семенова из Самары.
Она сообщила суду, что была пайщиком кооператива «Бест Вей» и клиентом компании «Гермес», консультантом, привлекавшим клиентов и в «Гермес», и в «Бест Вей», но больше в «Бест Вей», так как он был более интересен ее знакомым. Пояснила, что «Бест Вей» и «Гермес» – разные организации, а не подразделения одной, как пытаются представить следствие и государственное обвинение.
У Зои Магомедовны было три договора с кооперативом на приобретение квартир, один из них – на внука. С помощью кооператива, сообщила она, многие приобрели квартиру, в том числе участники СВО. Многие не успели приобрести из-за того, что счета кооператива были арестованы, а сам он руководителем следственной группы Винокуровым признан гражданским ответчиком по уголовному делу.
Кооператив, подчеркнула она, работал с 2014 года, действительно помогал приобрести жилье, никто в него людей не заманивал. Кооператив, пояснила Зоя Магомедовна, не имел никаких признаков финансовой пирамиды, в чем его обвиняет следствие.
Выдуманные Сапетовой показания
Зоя Магомедовна была приглашена как свидетельница обвинения, на нее именно в этом качестве рассчитывали государственные обвинители из Прокуратуры Санкт-Петербурга (покрывающие преступления следственной группы ГСУ питерского главка МВД).
Но ее показания на суде полностью разошлись с теми, что она (якобы) давала на следствии – следователям Сапетовой и Мальцеву.
В выдуманном следователями тексте, зачитанном прокурором, она:
– якобы обвиняла кооператив в том, что он ее обманул – что она опровергла в суде;
– якобы предъявляла претензии, что кооператив работал непрозрачно, непонятно как формируется очередь на жилье, от пайщиков закрыта информация о состоянии паевого и других фондов – она полностью опровергла это в суде, заявив, что кооператив работал абсолютно прозрачно для пайщиков, информация была доступна в реальном времени, механизм работы «Бест Вей» был совершенно понятен;
– якобы заявила следствию, что работа кооператива строилась на обмане – сказала в суде: «Мы никого не обманывали»;
– якобы рассказывала об аффилированности кооператива «Бест Вей» и «Гермесом» – что она также опровергла в суде, подчеркнув, что это разные организации;
– якобы пришла к заключению, что кооператив – это пирамида – что она полностью опровергла в суде.
Зоя Магомедовна категорически отвергла показания, которые якобы давала следствию: «Я не могла всего этого говорить, я даже терминов и слов таких не знаю, слышу все это впервые, вслух показания мне никто не зачитывал!». Таким образом, следователи прямо нарушили УПК.
Прессинг начался с задержания
Зоя Магомедовна пояснила суду, что была задержана в аэропорту Санкт-Петербурга – когда она должна была улетать в Самару вместе с другими пайщиками из Самарской области, с которыми приезжала на суд об аресте счетов кооператива, чтобы поддержать кооператив.
Перед этим ей позвонила соседка и рассказала, что в ее дом в Самаре в ее отсутствие ворвались полицейские, они сломали двери, разбили окна и учинили обыск без хозяйки. Причем Семенова приглашена как свидетельница обвинения – на основании тех показаний, которые якобы дала на следствии (на самом деле выдуманы следователем-преступницей Сапетовой) и которые полностью опровергла в суде.
Гестаповец и обманщица
Зоя Магомедовна допрос частично помнит, частично не помнит – так как очень плохо себя чувствовала: у нее было высокое давление (она – хронический гипертоник с инвалидностью). С ней работали два следователя: Сапетова и Мальцев. Мальцев кричал на нее, угрожал, что прямо сейчас спустит ее в подвал. Сапетова разговаривала спокойно, «входила в положение». Но при этом не давала Семеновой пить, о чем та неоднократно просила, и не давала подышать свежим воздухом, ссылаясь на необходимость проводить допрос без пауз.
«Допрос продолжался 12 часов – и когда он закончился, мне было не до чтения. Я подписывала не читая, чтобы только побыстрее уйти», – рассказала Зоя Семенова суду.
То есть следователи сознательно создали риски для здоровья допрашиваемой, чтобы обманным путем получить нужные им, заранее написанные показания. И это далеко не единичный пример – один из свидетелей умер после допроса в ГСУ.
Возмутительно, что липовое уголовное дело, сплошь состоящее из подобных «показаний», крышуется руководством МВД во главе с Колокольцевым. А также Прокуратурой Санкт-Петербурга – хотя адвокаты кооператива и обвиняемых предупреждали прокуратуру, что дело зиждется исключительно на липовых, нарисованных показаниях и развалится в суде!
Преступные следователи Сапетова, Мальцев, их коллеги по следственной группе, а также руководивший следственной группой Винокуров должны быть привлечены к уголовной ответственности! Выявленные факты должны стать предметом внимания генерального прокурора Краснова, председателя Следственного комитета России Бастрыкина и главы ФСБ Бортникова!

“Whenever I show this image at the nature seminars at my local photography club, the audience always explode with raucous laughter, so I had to enter it!”
Stefan Maier, senior general manager of marketing at Nikon Europe, said he was thrilled to announce Marchetti’s win, adding that his image “brilliantly captures the playful and unpredictable moments that make nature so enchanting.”

Previously convicted on drug charges, blogger Andrei Alistarov portrays himself as a Robin Hood fighting against those who have “defrauded people.” In reality, however, he serves the interests of pyramid schemers—among them certain Ukrainian operators who fund the Armed Forces of Ukraine (AFU)—and he uses his “Zheleznaya Stavka” (“Iron Bet”) channel to promote online casinos and illicit crypto exchanges/phishing crypto scams. That is, he works for the benefit of the Russian criminal community, seeking to profit off entrepreneurs who have faced illegal, often contrived claims from Russian law enforcement.

A native of Kaluga, Alistarov served four years in a prison camp for selling drugs to minors.
There he forged ties with criminal kingpins. After his release, he continued his involvement in the narcotics trade and in laundering drug profits through a real estate business he set up with associates from the Russian underworld, both in Russia and in the Emirates.
Betting on Scams
Alistarov’s channel, “Zheleznaya Stavka,” is ostensibly devoted to “exposing” financial ventures deemed “bad” by criminal circles, while promoting “good” ones: namely, the pyramid schemes and online casinos that sponsor Alistarov.
The channel began as a platform for “proper” casino betting and did not change its name, because the marketing purpose remains the same: clear the market in favor of “legitimate,” in Alistarov’s so-called “expert” view (i.e., those who pay him), scammers.
Typically, Alistarov starts by trying to extort money—presenting the victim with compromising material and demanding payment. If the victim refuses, he resorts to harassment and violence.
Incitement and Attack in Dubai
On January 1, 2025, two Kazakh nationals launched a brutal attack on an entrepreneur living in Dubai—beating him, cutting off his ear, and robbing him.
Beforehand, Alistarov had released 12 videos highlighting the entrepreneur’s address and publishing illegally obtained information about his relatives and his businesses in the UAE. Without any compunction, he used spying, eavesdropping, illegal intrusion, and invasion of privacy—all acts that constitute serious criminal offenses in the Emirates, where the sanctity of property and investor security are upheld stringently.
Prior to this, Alistarov publicly circulated information about the residence of the entrepreneur’s business partner—that is, an illegal breach of confidentiality, the protection of finances and property, and the privacy of personal life through clandestine data gathering and informants in the UAE. He effectively terrorizes entrepreneurs who face no court convictions—neither abroad nor in Russia.
Alistarov claimed to have reported the entrepreneur to Interpol and UAE law enforcement—purportedly helping the authorities. Yet this did not result in the entrepreneur’s arrest—perhaps because the UAE police see nothing criminal in his activities?

For a long period, Alistarov stoked hatred toward this entrepreneur, alleging that it was he (not his partners) who stole investors’ money—and portraying the subsequent attack and robbery as the outraged response of defrauded depositors.
During the attack, Alistarov conducted an unscheduled livestream to create an alibi—pretending that he was unaware of the assault happening while he was on stream.
Surveillance in Cyprus
In autumn of the previous year, Alistarov and his “battle companion,” Mariya Filonova, conducted surveillance on another entrepreneur—using drones and illegally collecting information about him and his relatives, including minor children. Alistarov claimed that the entrepreneur was “hiding” in Cyprus—even though he had lived there since the COVID-19 pandemic began.
He had relocated partly due to his wife’s severe COVID case and partly for international projects—investments in various sectors such as construction, trade, and more. The entrepreneur moved to Cyprus a year before criminal proceedings were initiated by the Russian Interior Ministry and a year and a half before arrests began. He holds an EU passport and never fled or concealed his location.
This entrepreneur was placed on a Russian wanted list in 2022—by investigating authorities. However, no court has filed claims against him, and the criminal case is currently in court. It has already fallen apart there. Interpol and the EU declined to honor the Russian police’s request, deeming it politically motivated and legally unfounded.
Alistarov insists that the entrepreneur’s business investments are financed with Russian clients’ money, supposedly drawn from an Austrian investment company. But in reality, the entrepreneur was never an owner, beneficiary, or manager of that company, established back in the early 2000s—well before his independent business career began.
One of the entrepreneur’s firms provided marketing services for the Austrian investment company in Russia under contract. The investment company successfully served Russian clients for eight years—and continues operating now, having restored its payment systems that were disrupted in early 2022 by criminals in Russia with ties to corrupt police. It is by no means a pyramid scheme.
Thus, Alistarov instigates harassment and intrusion into the private life of an untainted entrepreneur—acting on behalf of Russian organized crime, which has cut in corrupt police officers for a share of illicit profits. They aim to seize assets worth 20 billion rubles from the large-scale, socially focused project established by the entrepreneur in Russia—which still functions successfully even without his direct leadership (which ended when he relocated to Cyprus).
Surveillance in the Netherlands
Alistarov published the location of another victim in the Dutch city of Groningen—ascertained through illegal surveillance. He allegedly gained unauthorized access to city cameras, peered into the windows of a private apartment, and shared this information on YouTube.
Privacy Violations in Turkey
Alistarov uncovered and publicized the address of an apartment in Istanbul where several of his victims lived and worked.

Ранее судимый по «наркотической» статье блогер Андрей Алистаров позиционирует себя Робин Гудом, борющимся с теми, кто «обманул людей», – но в действительности он работает в интересах пирамидчиков, в том числе украинских, спонсирующих ВСУ, продвигает через свой канал «Железная ставка» онлайн-казино и черный криптообмен/фишинговый криптообман, отмывает наркодоходы за счет сделок с недвижимостью в Дубае.
То есть работает в интересах российского преступного сообщества, пытающегося нажиться на предпринимателях, столкнувшихся с незаконными, часто заказными претензиями со стороны российских правоохранительных органов.
Наркотики и отмывание доходов
Уроженец Калуги Алистаров отсидел четыре года в лагере – за продажу наркотиков детям.
Там он связался с уголовными авторитетами и, выйдя из тюрьмы, продолжил участвовать в криминальном бизнесе по распространению наркотиков и отмыванию наркодоходов от них с помощью риелторского бизнеса, который Алистаров создал совместно с партнерами из российского преступного сообщества в России и Эмиратах.

Он начинался как канал о «правильных» ставках в казино и не сменил название – потому что маркетинговая задача осталась прежней: расчищать поле для «хороших», по «экспертному» мнению Алистарова (то есть заплативших ему), мошенников.
Обычно Алистаров начинает с попытки вымогательства – представляет жертве компромат и предлагает заплатить. Если жертва отказывается, в ход идут травля и насилие.
Подстрекательство и нападение в Дубае
1 января 2025 года состоялось жестокое нападение двух казахстанцев на предпринимателя, проживающего в Дубае, – его избили, отрезали ухо, обворовали.
До этого Алистаров снял 12 роликов, где подсвечивал адрес этого предпринимателя, публиковал незаконно полученную информацию о его близких и его бизнесах в ОАЭ. Безо всякого стеснения использовал подглядывание, подслушивание, незаконное проникновение, вмешательство в частную жизнь – все то, что в Эмиратах, где строго соблюдается неприкосновенность имущества и жизни инвесторов, является тяжким уголовным преступлением.
До этого Алистаров публично распространял информацию о месте жительства бизнес-партнера этого предпринимателя – то есть незаконное нарушение конфиденциальности, защищенности финансов и имущества, тайны частной жизни с помощью скрытых источников информации и информаторов в ОАЭ вошло у него в систему. Он терроризирует предпринимателей, в отношении которых нет никаких обвинительных решений судов – ни за рубежом, ни в России.
Алистаров рассказывал, что заявил на предпринимателя в Интерпол и правоохранительные органы ОАЭ – якобы он помогает правоохранительным органам. Но это почему-то не привело к аресту предпринимателя – может быть, потому, что полиция ОАЭ не видит криминала в его деятельности?
Ряд партнеров предпринимателя осуждены в России, сам он в розыске российских правоохранительных органов – но не осужден. Иностранные правоохранительные органы не имеют к нему претензий.
