CRISTINA KIRCHNER CRITICÓ EL GOBIERNO DE MILEI Y ADVIRTIÓ SOBRE LA IDEA DE DOLARIZACIÓN
La expresidenta publicó un documento en el que detalla los efectos de las medidas del nuevo Gobierno y el cuadro de endeudamiento «contraído con fondos de inversión». Además, calificó al Presidente como un «show-man economista en la Rosada» y señaló que dolarizar «significaría perder para siempre la posibilidad de desarrollo».
La expresidenta Cristina Fernández de Kirchner publicó este miércoles en sus redes sociales un documento de 33 páginas con duras críticas al Gobierno de Javier Milei, en el que lo calificó como un «showman-economista en la Rosada» , cuestionó a sus «funcionarios fracasados» y en el que advierte que una de las propuestas de su gestión, la dolarización, «significaría perder para siempre la posibilidad de desarrollo» de la Argentina.
«En el día de San Valentín y, como siempre, enamorada de la Patria comparto con ustedes el documento de trabajo ‘Argentina en su tercera crisis de deuda. Cuadro de situación’. Va con cita de Juan Bautista Alberdi», escribió Fernández de Kirchner en sus redes sociales al presentar el documento.
En el inicio del documento, de 33 páginas, la exvicepresidenta menciona la cita de Alberdi: “Tomar capitales a préstamo para reemplazar los capitales destruidos por la crisis, no es remediar la pobreza, sino agravarla; la riqueza de otro no es la riqueza del país. La deuda representa más la pobreza que la riqueza. Endeudarse no es enriquecerse, sino exponerse a empobrecerse por la facilidad con que siempre se gasta lo ajeno”.
Titulado «Argentina en su tercera crisis de deuda. Cuadro de situación», el informe sostiene que la Argentina «está atravesando la tercera crisis de deuda incubada en el gobierno de Mauricio Macri por el brutal endeudamiento contraído con fondos de inversión, agravado por el retorno del FMI a nuestro país con un préstamo de volumen y condiciones inédito y escandaloso».
«Hasta el momento, el nuevo gobierno sólo ha desplegado un feroz programa de ajuste que actúa como un verdadero plan de desestabilización y que no solo retroalimenta el espiral inflacionario colocando a la sociedad al borde del shock, sino que además provocará irremediablemente el aumento de la desocupación y la desesperación social en una suerte de caos planificado», sostiene el documento.
Y agrega: «Es más que evidente que en la cabeza del Presidente el único plan de estabilización es el de la dolarización. No se explican las medidas adoptadas en otro marco teórico».
En otro fragmento del texto, Fernández de Kirchner cuestiona el «insólito reciclaje de personajes y exfuncionarios» que Milei convocó para su gobierno y menciona a Luis Caputo como «artífice del endeudamiento serial del gobierno de Mauricio Macri y del retorno del FMI a la Argentina, a quien nombra, nada más ni nada menos, que como Ministro de Economía», y a Federico Sturzenegger «expresidente del BCRA durante el gobierno de Macri y protagonista del ‘Megacanje’ de la deuda externa junto a Domingo Cavallo en el gobierno de De La Rúa».
«Reciclar funcionarios fracasados para reeditar políticas fracasadas, sólo puede conducir a malos resultados», advierte la expresidenta.
En un agregado de último momento, se refiere al posible acuerdo entre la La Libertad Avanza y el PRO en el gobierno y el Congreso: «De confirmarse la noticia estaríamos en presencia de la cuarta coalición de gobierno por la fusión de Macri y Milei».
En cuanto a la propuesta de dolarización, la exvicepresidenta de Alberto Fernández indica que esa iniciativa «significaría perder para siempre la posibilidad de desarrollo de nuestro país».
«Otorgar patente de corso para que (el presidente Javier) Milei y (el ministro de Economía, Luis) Caputo sigan endeudando al país en dólares, mediante la derogación de las leyes de Sostenibilidad de la Deuda y la eliminación de las restricciones existentes en materia de reestructuración de deuda externa, significaría una verdadera catástrofe de carácter irreparable», agrega Fernández de Kirchner.
Para la exjefa de Estado, «el mejor Presidente y el mejor Ministro de Economía de la historia pretenden reeditar privatizaciones, aperturas indiscriminadas y desregulaciones sin reparar que el mundo que recibió a Carlos Menem como presidente nada tiene que ver con el actual».
Fernández de Kirchner también se refiere en el texto al DNU 70/2023 y al proyecto de Ley Bases -cuyo tratamiento fracasó en la Cámara de Diputados y debió volver a comisión.
«Ambos instrumentos constituyen un paquete de modificaciones del sistema legal argentino a medida de los principales grupos empresarios y lo que es más grave aún, una reforma encubierta de la Constitución Nacional», definió.
Además advierte que «si queda vigente el DNU y si se aprueba el Régimen de Incentivo para Grandes Inversiones (RIGI) incluido en el proyecto de ley Omnibus, Argentina ingresaría inerme a un proceso de extranjerización irreversible en un siglo XXI que se caracterizará por la disputa del dominio sobre la tierra, el agua y los recursos naturales».
La exmandataria, que realiza en el documento un análisis histórico respecto de las políticas económicas adoptadas, señaló que «no sería preciso calificar a este gobierno como la cuarta experiencia neoliberal» al tiempo que puso de relieve «los efectos absolutamente desestabilizadores y devastadores que ha tenido sobre los gobiernos, las instituciones democráticas y la representación política de los partidos, la distorsión económica provocada por el endeudamiento desenfrenado» así como «el fracaso de los programas neoliberales de ajuste y endeudamiento externo, con o sin privatizaciones y sus secuelas con el aumento de pobreza y violencia para el conjunto de la sociedad».
Asimismo advirtió que «de aprobarse las reformas» propuestas por Milei «el Poder Ejecutivo Nacional (Milei-Caputo) podrá volver a endeudar a la Argentina en dólares, sin límites y bajo jurisdicción extranjera sin pasar por el Congreso, podrá reestructurar la deuda externa sin la obligación de mejorar monto, plazo o interés, estará habilitado para liquidar el FGS de la ANSES y privatizar los activos del Estado».
«De aprobarse estas reformas, más que una autorización legal, el Congreso estaría otorgando patente de corso al Presidente y a su ministro de Economía», insistió.
En el plano político, analizó el «resultado electoral y las divisiones políticas posteriores conformaron un Poder Legislativo más fragmentado aún» y señaló que «la situación del país y la responsabilidad de quienes han sido elegidos para gobernar y legislar van a requerir la construcción de un sistema de acuerdo parlamentario».
En un párrafo referido a las provincias, sostiene que éstas «necesitan los recursos que les corresponden por leyes, decretos o acuerdos previos que surgen del presupuesto 2023 -que es ley de leyes- y que les están siendo ilegalmente retenidos».
Para Fernández de Kirchner «todas las medidas adoptadas hasta el momento son repeticiones de políticas ya ejecutadas en el pasado, inclusive algunas de ellas aplicadas con el Parlamento cerrado por la dictadura». En este punto, señala que «todas fracasaron estrepitosamente provocando sólo pobreza y dolor».
