EL GOBIERNO PROVINCIAL QUIERE DISCUTIR UNA REFORMA CONSTITUCIONAL
Algunas modificaciones serán de impacto, como pasar a un sistema unicameral, votar cada cuatro años y evitar que una familia se perpetúe en el poder a través de una cláusula de consanguinidad. Si la Legislatura aprueba el proyecto de ley, las trataría una comisión especializada, que tendrá un plazo de 120 días, con la chance de una prórroga por dos meses más.
A 38 años de su última reforma integral, la Constitución provincial podría tener nuevas modificaciones si la Legislatura aprueba el proyecto de ley que envió el Gobierno, que contempla la creación de una “Comisión de análisis y conveniencia de una reforma de la Constitución Provincial”. Lo que propone Claudio Poggi es hacer una evaluación consensuada de una reforma, un aggiornamento a los tiempos que corren, a los cambios de paradigmas, a los reclamos de una sociedad diferente, y especialmente a la receptividad normativa de la última reforma de la Constitución Nacional, que dio esa jerarquía a los tratados internacionales sobre Derechos Humanos.
Los cambios a los que aspira el Ejecutivo son los que ya enunció el Gobernador durante su discurso de asunción. Que haya una sola cámara de legisladores, empezar a votar cada cuatro años y no cada dos como actualmente, establecer un sistema de capitales alternas en San Luis, ampliar el período legislativo de sesiones ordinarias, incorporar una cláusula de consanguinidad para evitar que una familia se perpetúe en el poder, analizar modificaciones en la designación de jueces limitando las facultades del Poder Ejecutivo y limitar a dos períodos continuos o alternados la duración de los cargos electivos de cualquier índole, ya sean legislativos, ejecutivos, provinciales o municipales.
El plazo que se propone para que la Comisión lleve adelante su cometido es de 120 días corridos a partir de la entrada en vigencia de la ley, pudiendo ser prorrogado por 60 días más.
