EL FMI ANUNCIÓ QUE ARGENTINA RECIBIRÁ UN DESEMBOLSO DE US$ 4.700 MILLONES
El Ministerio de Economía confirmó que se arribó a un acuerdo con la delegación técnica del organismo y aseguró que el FMI consideró que el presidente Milei actuó «de manera rápida y decisiva».
El Fondo Monetario Internacional (FMI) informó que arribó a un acuerdo con el Gobierno argentino sobre la séptima revisión en el marco del acuerdo del Programa de Facilidades Extendidas (SAF), lo que le permitirá al país tener acceso a un desembolso de US$4.700 millones.
El entendimiento (staff level agreement) deberá ser aprobado en las próximas semanas por el Directorio Ejecutivo del organismo, y el desembolso será destinado «para pagar los vencimientos de capital correspondientes a diciembre, enero y abril», detalló el ministro de Economía, Luis Caputo, en una conferencia de prensa brindada en el Palacio de Hacienda, junto con el titular del Banco Central, Santiago Bausili.
A la par del anuncio realizado por el organismo multilateral, el Ministerio de Economía señaló que el equipo del FMI que visitó el país, encabezado por Luis Cubeddu y Ashvin Ahuja, observó que el programa original «se desvió gravemente de su rumbo: se incumplieron las metas de déficit fiscal primario y de deudas internas para finales de septiembre, y datos preliminares sugieren que las metas de fin de año se incumplieron incluso por un margen mayor”.
En ese contexto, «el presidente Javier Milei y su equipo económico actuaron de manera rápida y decisiva para desarrollar e implementar un sólido paquete de políticas con el objetivo de restaurar la estabilidad macroeconómica, demostrando total determinación para llevar el programa actual de vuelta al rumbo correcto», dijeron los directivos del FMI.
El documento del Fondo proyectó que «a medida que se implementen las políticas y se reconstruya la credibilidad, debería iniciarse un proceso gradual de desinflación, acompañado de un fortalecimiento adicional en las reservas y una eventual recuperación en la producción, la demanda y los salarios reales”.
Caputo subrayó que el entendimiento alcanzado hoy “no es un acuerdo nuevo, sino que se ha reflotado el anterior”.
El ministro explicó que el desembolso que recibirá la Argentina será «para pagar los vencimientos de capital de diciembre», y que para hacerlo tuvieron que «pedirle prestado a la CAF, los de enero y los de abril”.
También restan pagar otros US$ 600 millones en febrero “pero esos son intereses y no entran en este acuerdo”, completó Caputo.
El titular del Palacio de Hacienda explicó que se desistió de encarar la discusión de un nuevo acuerdo con el FMI porque «llevaría más tiempo» y que lo urgente era «pagar lo que se debía, por lo que optamos por reflotar el anterior acuerdo”.
Caputo, no obstante, dejó en claro que el Fondo Monetario “está abierto a esa posibilidad (en referencia a la discusión de un nuevo acuerdo), pero dijo creer que «es hora de que el país resuelva sus problemas, que es la adicción al déficit fiscal”.
La meta de acumulación de reservas para 2024 es de US$10.000 millones
Por su parte, Bausili detalló que las nuevas metas acordadas con los técnicos del FMI prevén para este año «acumular reservas por US$ 10.000 millones y reducir el déficit fiscal al 0,9% del PBI».
“El Fondo está cómodo con las medidas que hemos tomado”, completó Bausili.
Al ser consultado si un rechazo por parte del Congreso del proyecto de ley ómnibus afectaría poder alcanzar las nuevas metas, Caputo dijo: «Como argentino quiero que la ley pase” la aprobación del Parlamento.
“Esas Bases (en refrencia al nombre del proyecto) nunca las debimos haber perdido y que desde que las hemos perdido, hemos pasado a ser un país pobre”, aseguró.
Tras lo cual advirtió que si la no es aprobada “extremaríamos los recursos para cumplir” con las metas de alcanzar un déficit fiscal del 0,9% y conseguir reservas por US$ 10.000 millones.
“Si la ley no pasa, las medidas van a ser mas duras”, enfatizó el ministro.
Caputo, tras recordar que el programa acordado con el FMI “implica no tomar más deuda”, reconoció que la semana pasada mantuvo un diálogo con bancos sobre la posibilidad de realizar un canje de bonos.
“Son conversaciones regulares que son lógicos tenerlas pero no hemos tomado ninguna decisión en concreto” sobre la posibilidad de llevar adelante un canje, finalizó el funcionario.
