SE APROBÓ LA LEY «RÉGIMEN DE PROMOCIÓN DE LA INVERSIÓN TURÍSTICA EN LA PROVINCIA DE SAN LUIS»
La oposición criticó que la normativa sólo beneficia a los grandes inversores pero que no incluye a los pequeños y medianos emprendedores del sector.
El proyecto de Ley, iniciativa del Poder Ejecutivo provincial, que ya tenía media sanción del Senado, se presentó en el recinto de Diputados con dos despachos, uno por mayoría y otro por minoría y obtuvo 22 votos afirmativos y 14 negativos.
El miembro informante fue el diputado Marcelo Páez Logioia, presidente de la comisión de Turismo, Deporte y Las Culturas quien explicó que «los objetivos primordiales son la modernización de la plaza turística de la Provincia de San Luis, elevar las categorías de los tipos de alojamientos y la cantidad y sobre todo la calidad de estos. En la actualidad la provincia cuenta solo con un hotel 5 estrellas y la idea es que pueda recategorizarse. Este proyecto nos permite invertir en atractivos turísticos».
Desde la oposición expresaron que esta norma no tiene en cuenta a las cabañas, hospedajes de menor categoría, gastronómicos y otros rubros afines. La ley beneficia a quienes pueden realizar grandes inversiones, le otorga posibilidades de crecimiento a complejos hoteleros de tres, cuatro y cinco estrellas y puede prestarse a manejos discrecionales por parte del Poder Ejecutivo en cuanto a la donación o venta de propiedades del Estado a privados.
También observaron que el texto contiene un error, que la autoridad de aplicación es el «régimen del agua». Así y todo, se aprobó.
La miembro informante del despacho emitido de Comisión por la minoría fue Eugenia Gallardo (Unidos por San Luis).
Gallardo detalló la falta de atención que el Gobierno de San Luis tuvo «en los últimos siete años con el sector de turismo que no solo ha sido golpeado por la pandemia sino por falta de respuesta del estado provincial ante las demandas del sector». La diputada poggista recordó los años que San Luis estuvo ausente en la Feria Internacional de Turismo (FIT): «La Provincia perdió posicionamiento a nivel internacional y nacional también» y que dejaron de organizarse eventos tales como el Tour de San Luis y el Carnaval de Río, entre otros.
También recordó que «los créditos que se lanzaron después del Consejo Económico y Social, pre electorales, no llegaron a cubrir de ninguna manera las expectativas generadas por este consejo»
Con estos ejemplos la diputada intentó mostrar que la Provincia no se ocupó del turismo en San Luis.
En cuanto al análisis del proyecto oficialista, Gallardo explicó por qué sólo se benefician de esta Ley las grandes inversiones turísticas y justificó los cambio que propusieron dentro de la normativa, el que finalmente fue rechazado.
