COMENZARON LAS CLASES EN LOS 648 ESTABLECIMIENTOS DE LA PROVINCIA

Estudiantes de toda la provincia, pertenecientes a los distintos niveles educativos, iniciarán el período áulico del Ciclo Lectivo 2023 este 27 de febrero.

En este regreso a clases, los estudiantes estarán acompañados por los respectivos equipos directivos y docentes, quienes ya retornaron a sus actividades el pasado 22 de febrero.

El acto oficial se llevará a cabo en la Escuela N° 382 “Gobernador Toribio Mendoza” de Inti Huasi, en el departamento Coronel Pringles, donde se inaugurarán las obras de refacción del establecimiento educativo. Asimismo, se realizarán actos simultáneos en la Escuela Nº 271 “Cautivas Puntanas” de La Punilla y en la Escuela Nº 215 “Ministro Andrés Matilde Garro” de Las Lagunas, donde también quedarán inauguradas obras de reparación.

Solo CABA, Buenos Aires, Chaco, Córdoba, Misiones y Neuquén prevén 190 días de clase en el nivel primario en 2023, según lo acordado en el Consejo Federal de Educación. Una provincia no llegará al mínimo de 180 días. El promedio provincial de días de clase en 2023 alcanza 185 días cuando se descuentan los días de vacaciones, feriados nacionales y provinciales y jornadas institucionales. Ese promedio viene mejorando en los últimos años.

Solo 6 jurisdicciones planificaron 190 días de clase en las escuelas primarias en 2023, según lo acordado en el Consejo Federal de Educación (CFE): son CABA (con 192 días) y Buenos Aires, Chaco, Córdoba, Misiones y Neuquén (con 190 días cada una). En las otras 18 provincias no se cumplirá con el compromiso asumido por el CFE para recuperar los aprendizajes perdidos por la interrupción de clases presenciales durante la pandemia.

Los datos surgen del informe “Calendarios escolares 2023”, del Observatorio de Argentinos por la Educación, con autoría de Gustavo Zorzoli (educador y exrector del Colegio Nacional Buenos Aires), Martín Nistal y Eugenia Orlicki (Observatorio de Argentinos por la Educación). El informe releva los días de clase programados oficialmente por los ministerios provinciales, no su cumplimiento efectivo. Es decir, que una provincia prevea más días teóricos que otra no implica necesariamente que vaya a tener más días efectivos de clase. Las cifras del informe surgen de contabilizar la cantidad de días de clase previstos de acuerdo al inicio y finalización del ciclo lectivo en cada provincia. De este total se restaron los feriados nacionales y provinciales, el receso invernal y, en un segundo escenario, las jornadas pedagógicas (excepto cuando se aclara que las clases se desarrollan normalmente).

En 2023, los estudiantes argentinos de primaria tendrán un promedio de 185 días de clase, según surge de los calendarios escolares planificados por las provincias, teniendo en cuenta los días de vacaciones, los feriados nacionales y provinciales y las jornadas institucionales. Ese promedio es superior al de años previos: en 2022 se planificó un promedio de 184 días de clase, mientras que en 2021 fueron 180 y en 2020 fueron 178 (por debajo de lo establecido por ley).

Durante el año 2022 el Ministerio de Educación de la Nación anunció la política de sumar una hora de clase en las escuelas primarias. Según información oficial, 22 jurisdicciones ya firmaron el convenio con el Ministerio nacional para que escuelas estatales de jornada simple pasen a dictar 25 horas semanales. Una hora más de clase por día equivale a 25% más de tiempo escolar al año para los estudiantes de las escuelas que extiendan su jornada. “Contar con información sobre los días de clase reales y las horas de clase efectivas, permitiría analizar con mucha mayor precisión el tiempo de clase en el país, y seguramente valorar mejor avances recientes”, sostienen desde Argentinos por la Educación.

La normativa del Consejo Federal de Educación establece un piso de 190 días de clase, por encima de la Ley 25.864 de 2003, que fijó un mínimo de 180 días. Si se descuentan solo los días de vacaciones y los feriados nacionales y provinciales, los calendarios de todas las jurisdicciones alcanzan los 180 días en 2023. Si además se descuentan las jornadas institucionales, solo Jujuy (178) no alcanza los 180 días de clase desde la planificación misma, independientemente de los días que luego se puedan perder por diferentes causas (problemas edilicios, paros docentes, factores climáticos, entre otras).

El relevamiento muestra una mejora con respecto a años anteriores. En 2022 habían sido 3 las provincias que no alcanzaban el piso mínimo de 180 días de clase, mientras que fueron 10 en 2021 y el número ascendía a 14 en 2020.

«Al analizar la evolución de los calendarios escolares en los últimos años, se observa un creciente cumplimiento de la ley 25.864, que establece un piso de 180 días de clase efectivos, y también un intento de alcanzar los 190 días acordados recientemente por el CFE. Sin embargo, los feriados nacionales, provinciales e incluso municipales, las jornadas institucionales, los problemas de infraestructura y los paros docentes -muchas veces no contabilizados y difíciles de determinar en el acceso público de esa información- atentan contra el cumplimiento efectivo de este propósito», plantea Gustavo Zorzoli, coautor del informe.

“La extensión del tiempo escolar juega a favor de multiplicar las oportunidades de aprendizaje, y que los chicos y jóvenes (sobre todo los de mayor vulnerabilidad) tengan mayor contención dentro de las instituciones escolares. Pero de ninguna manera es garantía de mayor aprendizaje o mejora en la trayectoria escolar. Por lo tanto, debe ser tiempo enriquecido por la calidad y la propuesta educativa. Más de lo mismo no tiene ningún sentido”, afirma Flavio Buccino, docente y especialista en gestión educativa.

“Lo cierto es que 180 o 190 días suponen, en la mayoría de los casos, apenas una declaración de buenas intenciones, porque en la práctica no se verifican. El calendario por sí mismo no es la herramienta que garantiza el logro de los aprendizajes. Para esto, además de cumplir con un calendario extenso, deberíamos hacer foco en la cantidad de horas que pasan realmente los alumnos en la escuela. Mientras que los sectores medios y altos tienen jornadas de 8 horas, la enorme mayoría apenas llega a la mitad”, reflexiona María Cristina Gómez, directora de la Red de Educadores Innovadores.

A la fecha, los autores del informe no encontraron el calendario escolar 2023 publicado en una provincia: Santa Fe. En este caso, se recurrió al calendario publicado por el Ministerio de Educación de la Nación (con fechas de inicio y finalización de clases y receso invernal), y a sitios de sindicatos y prensa. En este aspecto también hay una mejora: en 2022 habían sido 8 las provincias cuyos calendarios no estaban publicados para el mes de febrero.
