Impuestos, recesión e inflación, los tres ejes de un gobierno en decadencia

A lo largo de la historia, los distintos países han usado herramientas diferentes para encarar los desafíos que se encontraban en el camino, y permitir así la recuperación económica que les permitiera salir de trances difíciles. Los mejores ejemplos son las crisis que han tenido a lo largo de su historia burguesa las distintas potencias, en dónde uno puede observar, sin ser necesariamente economista, como la relación entre la expansión del gasto estatal y la reducción o aumento de impuestos eran utilizados en distintos momentos y con distintos objetivos.

Sin ir más lejos, el New Deal, fue un buen ejemplo de esto, en un país cuya tradición económica y política hacía imposible que el estado dirigiera la economía, sin embargo, el crack de la bolsa hizo necesario pensar herramientas que hasta el momento eran consideras como negativas desde la teoría liberal que dominaba el pensamiento económico de ese entonces. Así, en la búsqueda de opción, nació una nueva forma de organizar la economía, y se creo lo que se conoció como el Estado de Bienestar, que también encontró su agotamiento unas décadas después.

La coalición gobernante parece obviar esta cuestión tan simple, y lo único que tiene disponible, como herramienta, es un conjunto de medidas que, pudieron haberle servido en un momento, pero que hoy son un salvavidas de plomo. No es lo mismo la expansión del gasto y de la base tributaria en un momento de expansión como fue durante el boom de la soja que en un momento de recesión en una post pandemia, que además, nos dejó una base monetaria enorme, producto de la emisión, que es una bomba de tiempo hiper inflacionaria.

Si hay algo que define al kirchnerismo, además de la corrupción, es su ansía desmedida por la recaudación fiscal. Aún por sobre todas las herramientas económicas, la generación de impuestos sigue siendo el eje para sostener un estado gigantesco e ineficiente. Esta semana ya empezaron algunas disputas, sobre todo por la intención de aumento de las retenciones, y por el impuesto a la riqueza, ambos rechazados por una parte importante de la sociedad.

Pero, además, son rimbombantes, crean un impuesto y lo llaman “solidario”, pero no hay forma de negarse a pagar. Es decir, una solidaridad impuesta por el estado, un eufemismo para encubrir un acto tiránico. La solidaridad no es impuesto, los tributos si, por algo se llaman “impuestos”, “cargas”, etc.

La discusión que se le plantea al gobierno, en definitiva, va por dos caminos, el tamaño del estado, y la pertinencia del aumento impositivo en un momento de recesión tremendo. Porque no es que la sociedad o la oposición, como le gusta caracterizar al kirchnerismo a todo aquel que piensa distinto, no cuestiona los impuestos, sino el destino de los mismos, la cantidad, y la presión impositiva en un momento distinto al boom de la soja.

Respecto al destino, el foco del debate está en que tenemos un estado cada vez más gigante, sea tanto por la cantidad de empleados públicos como por aquellos ciudadanos que son sostenidos por la asistencia social. En Argentina, casi el 60% de su población vive del estado, y el sostenimiento recae sobre una porción pequeña de los ciudadanos.

Esto esta logrando que cada vez sean menos los que tributan, y más los que quieran evadir de todas las formas posibles. La presión sobre las empresas grandes, medianas o pequeñas, hacen que sea cada vez más difícil invertir en el país, y se empieza un círculo vicioso, porque hay empresas que cierran y se van del país, los comercios más chicos cierran definitivamente, lo que aumenta la necesidad de que más gente tenga un subsidio estatal, y como la recaudación tiende a bajar, se siguen agregando impuestos. Totalmente inviable todo.

Estamos en un momento en dónde hay que abrir la economía para que crezca, pero no abrir hacia fuera, sino hacia dentro, con herramientas inteligentes, en dónde la rebaja impositiva venga de la mano de la creación de empleo y aliviane las arcas públicas. Es decir, salir a romper la recesión en serio, el consumo no puede venir por decreto o por controles de precios, que terminan siendo ineficaces. Ya lo hemos visto, ante el avance del estado lo que queda a los ciudadanos es conseguir con suerte un pedazo de grasa con carne. Pareciera que lo importante es la foto para la militancia y no los problemas reales que hoy aquejan a todos los argentinos.

Para salir de esta crisis hace falta ser creativo, y el kirchnerismo carece de eso. Por el contrario, la gestión se convirtió en una pelea de trincheras con enemigos económicos pensados desde lo ideológico: el campo, las finanzas, los millonarios, todos etiquetados como el enemigo, frente a los “defensores del pueblo”, que se olvidan decir que ellos también, en general, son millonarios.

El uso de la retórica ideológica esta creando más problemas que soluciones, en una economía que, lejos de reactivarse, va camino a uno de los mayores desastres de su historia. No hay plan económico, ni siquiera proyecto de país. Es tan sólo la “patria impositiva” la que gobierna, sin miras de porvenir.

El peronismo ha tenido siempre una visión de país, a pesar de que muchos no la compartan, pero ha sido clara. Una nación grande se forja con una comunidad de intereses, con una industria, y con un pueblo pujante. El kirchnerismo, por su parte, no ha aprendido nada de la doctrina del general Perón, y parece más enfrascado en una discusión que tiene más que ver con el marxismo que con la realidad.

El cóctel al que nos enfrentamos es al de una profunda recesión, que ya se ha llevado puesta a más de 100 mil empresas y pequeños comercios en el país, pero, además, aderezada con una inflación que amenaza erosionar la capacidad adquisitiva de nuestros bolsillos. La tarea de reconstruir un futuro es titánica, la única certeza es que, construyendo enemigos desde el discurso, y sumando impuestos en base a la percepción ideológica, es seguro que nos estrellemos. Lo que se necesita es una fuerte visión de futuro como país, algo que el peronismo supo conseguir. Por ahora Alberto navega más entre promesas que realidades. Veremos si la propia dinámica de la crisis no termina tragándoselo, o sí, por el contrario, recupera el timón de un barco que hoy va directo al iceberg. Mientras tanto, como Cronos, el estado se va devorando a sus propios hijos para evitar que lo destronen.
