Nación pagará la deuda histórica a San Luis

Mediante un comunicado en el Boletín Oficial, se acordó el pago de los $26.800 millones adeudados a la provincia. Se pagará en forma de Bonos del Tesoro.

Las negociaciones llegaron a buen puerto con el Ministro de Economía Martín Guzmán. Créditos: La Capital.

Este jueves fue anunciada la noticia en el Boletín Oficial de la Nación:  la Resolución Conjunta 12/2021 del Ministerio de Economía anunció el pago mediante Bonos del Tesoro Nacional. “Es una tranquilidad absoluta para las finanzas del Estado y un alivio adicional para el pueblo de San Luis”, manifestó la jefa de Gabinete, Natalia Zabala Chacur.

Junto a la jefa de Gabinete asistieron Eloy Horcajo, el ministro de Hacienda Pública, Eduardo Allende, fiscal de Estado. En este sentido, Horcajo anunció: “El año pasado arrancamos con todas las expectativas de empezar a trabajar para cobrar la deuda. Fueron meses difíciles, y tuvimos prudencia hasta que la situación mejorara. En octubre, cuando se empezó a ver una salida de la pandemia, ya pudimos sentarnos con los equipos técnicos para las llegar a las mejores opciones para la provincia de San Luis; la mejor vía era conseguir títulos públicos”.

Para el encargado de Hacienda Pública “la Provincia tiene su acreencia protegida” gracias a la emisión de los bonos. La ventaja de los bonos reside en que estos pueden ponerse en el mercado: de este modo generan intereses y son negociables.

Una reclama histórica

Eduardo Allende trabajó durante más de una década en las reclama legítima del gobierno puntano.

Eduardo Allende recordó que los reclamos por el pago de la deuda los inició Alberto Rodríguez Saá en el 2004. En 2007 se hizo una consulta popular en torno a la legitimidad de esos fondos: obtuvo un ‘SI’ rotundo, con un 92%”.

Vale recordar que la deuda se originó por maniobras del gobierno nacional entre 1990/2000 para poder financiar ANSES y AFIP. El fiscal de Estado explicó que la deuda tuvo relación con «distintos rubros de la coparticipación nacional que fueron sacados a las provincias ,sin cumplir con los procedimientos constitucionales que esto demandaba».

Allende, fiscal de estado, sostuvo que la provincia siempre tuvo una posición provechosa respecto a las demás provincias ya que no había contraído deudas. Y eso los impulsó a solicitar el pago del dinero que se les debía.

Más adelante en el tiempo, la Corte Suprema de la Justicia falló a favor de la provincia en noviembre del 2015. Entre los años 2016-2019 se intentó dialogar con funcionarios del gobierno de Mauricio Macri. Sin embargo, no se obtuvo ninguna respuesta en aquel momento.

La noticia conforma solo una de las reclamas que la provincia dirige hacia el Estado Nacional: el gobierno de San Luis está esperando que la Corte Suprema sentencie siete demandas más del mismo tipo.
