Control de precios: entre la amenaza y el desmanejo
El gobierno amenaza con imponer la ley de abastecimiento y las empresas del rubro están en alerta ante el intervencionismo estatal
Primero mandaron sindicalistas y después sumaron a los piqueteros para realizar el apriete a los supermercados con el eufemismo de “control de precios”. Ahora, como la inflación sigue arreciando, el gobierno amenaza con aplicar la ley de abastecimiento. Mucho ruido y pocas nueces, pero, sobre todo, poca autocrítica en dos cuestiones fundamentales, la falta de insumos para la producción, y el aumento de combustibles que encarece la distribución de todos los productos, incluidos los de primera necesidad.
Ahora, con la nueva decisión del Gobierno Nacional de implementar un sistema que obliga a las empresas a presentar mensualmente información detallada sobre precios, cantidades vendidas y stock disponible se ha generado un nuevo malestar en el sector del consumo masivo de alimentos y de la construcción, que no sólo se enteraron de la medida por el boletín oficial, sino que ven una amenaza directa desde el estado a la intervención de las empresas y en el mercado, lo que puede generar distorsiones y nuevos problemas.
El gobierno actúa como si el único problema se encontrará en las empresas, pero se hace poco eco de sus propias decisiones en materia económica y financiera. Por eso, la principal preocupación del sector es que el Gobierne apele a la aplicación de la ley de Abastecimiento de 1974 y modificada en 2014. Desde las empresas advierten que están trabajando al máximo de su capacidad, pero que tienen a más del 25% de su personal licenciado en el marco de la pandemia, por lo cual, volver a la situación productiva de marzo 2020 es poco probable y poco realista.
La preocupación de las empresas se fundamenta en que ya envían esa información a la Secretaría de Comercio, por eso ven este nuevo mecanismo de control, que no se negoció con algo, como la antesala de un nuevo apriete a las empresas de venta de productos masivos. Más aún, la desconfianza se fundamenta en un discurso radicalizado desde el propio gobierno contra los sectores productivos.
Por ahora reina todavía la incertidumbre, y los próximos días serán claves para saber realmente que forma tomará este nuevo control del gobierno sobre las empresas de venta de consumo masivo. El sector, mientras tanto, mira con reservas esta nueva intervención estatal en un área que, si bien no sufrió un cierre completo durante el año pasado, la caída en la productividad ha sido brutal debido a los efectos de la pandemia.
