Conquista de derechos: más de 100.000 madres se jubilaron gracias al reconocimiento de sus aportes por tareas de cuidado
Fue una de las medidas que adoptó ANSES el año pasado para que muchas mujeres completen sus años de aportes. Con este programa, les reconocen hasta tres años de trabajo formal por cada hijo criado.
ANSES celebró la jubilación número 100.000 a madres que completaron sus años de aportes gracias al reconocimiento de sus tareas de cuidado doméstico. La falta de remuneración económica dejó estas labores en un segundo plano, naturalizándolas como el deber natural de una madre. Es que la maternidad conspiró históricamente contra el reconocimiento de derechos y la formalidad del mercado laboral femenino.
El año pasado ANSES anunció la medida: estaba destinada a mujeres en edad de jubilarse (60 años o más) que no hayan completado sus años de aportes a la caja de seguridad social. Se calcula que un número significativo del 10% de los adultos que no pueden jubilarse es integrado por mujeres con hijos que trabajaron en relación de dependencia, y que no completaron los 30 años de aportes debido al trabajo que demandaba la crianza de sus hijos.
Fernanda Raverta, titular de ANSES, manifestó: “Reconocer aportes por tareas de cuidado significa reconocer que las madres hacen un esfuerzo enorme para que nuestras hijas e hijos puedan crecer y ver cumplidos sus sueños y deseos. También implica entender que ese cuidado tiene un rol central en la reconstrucción de la Argentina”.
Cuando lanzaron la medida en agosto, la misma Raverta afirmó: «La pandemia echó luz sobre el trabajo que se hace dentro de nuestras casas que, en el 77% de los casos, está a cargo de las mujeres que, en promedio, dedican 6,4 horas al día a estos trabajos, casi una jornada laboral en llevar adelante tareas domésticas y de cuidado».
¿Cómo se asignan los años de jubilación?
El Gobierno reconoce 1 año de aportes por hijo, 2 años en el caso de que fuera adoptado o que tuviera una discapacidad y 3 años en caso de que haya accedido a una Asignación Universal por Hijo (AUH) por, al menos, 12 meses, a todas las argentinas que hayan sido madres.
Además, el Programa de Reconocimiento de Aportes por Tareas de Cuidado contempla los 3 meses de licencia por maternidad, y los 6 meses de excedencia por maternidad en los casos que se haya solicitado. También recordaron que la medida es compatible con las moratorias vigentes.
