POTRERO DE LOS FUNES: VECINOS SALIERON A LA CALLE A PROTESTAR POR LA FALTA DE AGUA

Ante la grave situación hídrica que padece el Potrero de los Funes, ayer los vecinos de la localidad protestaron en la entrada al circuito por la falta de respuestas. Solo dios los escuchó: protestaron y llovió un poco.

San Luis sufre una sequía de consecuencias inmensurables: decenas de arroyos y vertientes se han secado, se han perdido miles de hectáreas de cultivos, se agravaron los incendios forestales por la sequedad del monte, el 80% de los diques se encuentran bajo cota y cuatro localidades se hallan en Emergencia Hídrica.

El Potrero de los Funes fue la primera localidad en declarar la Emergencia Hídrica: el 31 de agosto el Honorable Concejo Deliberante declaró la emergencia a pedido de la Cooperativa de Agua; pero pocos días después el intendente, Damián Gómez, la vetó de manera arbitraria.

Al ser consultado, un vecino considera que el veto es “un asco, hacen un juego político con la resolución de una necesidad urgente e imperativa de los vecinos”.

A pesar del veto, los ciudadanos del Potrero ya sufrían cortes de agua recurrentes y prolongados. “Estuve más de 40 horas seguidas sin agua”, relata otro vecino y cabañero al ser consultado por EcoPress.

Según datos de la Red de Estaciones Meteorológicas -REM- de la Provincia, entre enero y noviembre del 2021 llovieron en la localidad 930,9 milímetros de agua, mientras que en el mismo periodo de este año se registraron precipitaciones por un valor de 353 mm, es decir que llovió casi un tercio. Asimismo, el dique se encuentra a 2.77 metros por debajo de su cota.

La Cooperativa de Agua del Potrero se excusa en ello a la hora de dar explicaciones sobre los cortes de agua, pero los vecinos reclaman por la falta de mantenimiento y de inversión en obras para garantizar el servicio en circunstancias como esta.

A mediados de octubre los vecinos reclamaron en la entrada al circuito de carreras pidiendo que alguien los escuche y les brinde soluciones; pero no encontraron una solución. Con el paso del tiempo y el aumento de las temperaturas la situación se fue agravando, y este martes reclamaron ante San Luis Agua por la grave condición que padecen, allí la Sociedad del Estado se comprometió a brindar asistencia mediante camiones cisterna para paliar la situación.

Sin embargo, “es inexplicable que teniendo dos plantas de agua nos quedemos sin el recurso: porque una toma agua del río Los Molles y otra del dique, teniendo un dique y un río, no nos podemos quedar sin agua”, considera otro vecino.

Por eso ayer los vecinos del Potrero se reunieron de manera autoconvocada en el acceso a la localidad para pedir respuestas y organizarse. EcoPress se hizo presente en el lugar y pudo dialogar con varios de ellos.

Dejando de lado la sequía, “que es cíclica y previsible. La carencia de agua que estamos sufriendo es consecuencia de que durante muchísimos años no se han hecho las obras más elementales de mantenimiento: aquí hay responsabilidades compartidas entre el gobierno provincial, el municipal y la Cooperativa de Agua”, explica otro de los participantes del reclamo.

El cabañero manifiesta su preocupación dado que se acerca la temporada turística y que la situación no hace más que empeorar: “No se puede brindar un buen servicio, así que no alquile las cabañas. Pero varios de mis colegas han tenido que devolver plata o despachar gente días antes de lo acordado porque ante la falta de agua no podemos brindar un buen servicio”, relata.

“Se pudo haber previsto; pero no se hizo nada”, opina otro de los entrevistados

Los vecinos explican que hay varias soluciones, y que se reúnen para dialogar sobre ellas. Uno de ellos, abogado de profesión, explica que una de las alternativas es que el servicio de agua se realice mediante una concesión, “primero porque lo dice la ley, y segundo porque cuando se otorga una concesión le das un instrumento al estado para controlar al privado, en este caso una cooperativa, para que cumpla bien sus funciones. Le pedimos eso al Concejo Deliberante y dijo directamente que no”, reclama.

“Existen varias soluciones, pero las soluciones que planteamos no son escuchadas por el concejo de la Cooperativa de Agua. Pedimos que se hagan los ‘by pass’ necesarios entre la planta nueva y la vieja para que el agua llegue democráticamente: nos dicen, de manera risueña, que cada vecino debería tener un tanque extra para almacenar agua; eso hace que la cosa no sea democrática, porque si yo tengo plata para comprar más tanques de reserva voy a tener siempre más agua que el vecino que no tiene para comprarlos. Lo ideal sería que la cooperativa haga un piletón más grande de reserva, y que esa reserva sea guardada para los tiempos de sequía: las soluciones están, lo que falta es voluntad”, reflexiona otro vecino.

“Estamos pidiendo una asamblea extraordinaria para que los vecinos puedan votar y decidir que quieren hacer con la cooperativa: si se la quieren quedar los vecinos, si se la queremos dar al municipio, o si queremos que la administre San Luis Agua, que para mi seria lo ideal porque ellos tienen el dinero necesario para las obras que necesita un pueblo que crece de manera exponencial”, agrega.

“Es tan vital el agua, que la falta de ella arruina todo”, sentencia finalmente el cabañero.
