ESCALA EL CONFLICTO CON ECUADOR: ARGENTINA EXPULSÓ AL EMBAJADOR ECUATORIANO EN BUENOS AIRES
Las relaciones bilaterales entre Buenos Aires y Quito quedaron fracturadas por la huida de María de los Ángeles Duarte, que tiene asilo político concedido por Alberto Fernández.
En una escalada diplomática sin precedentes, causada por la fuga de la exministra María de los Ángeles Duarte -sentenciada a ocho años de prisión por corrupción-, el Gobierno expulsó al embajador de Ecuador en Argentina, Xavier Alfonso Monge Yoder. Se trata de una respuesta exacta a la decisión ejecutada por la administración de Guillermo Lasso, que declaró persona no grata al embajador argentino en Ecuador, Gabriel Fucks, y le exigió que abandone Quito en un plazo máximo de 72 horas.
“Lamentando por lo tanto la incomprensible decisión del Gobierno ecuatoriano de solicitar el retiro de Ecuador del Embajador Gabriel Fuks, se ha decidido adoptar por nuestra parte la misma situación con respecto al Embajador ecuatoriano en Argentina”, dice el comunicado de la Cancillería.
La exministra Duarte estaba refugiada en la embajada argentina en Ecuador, y tenía concedido un pedido de asilo otorgado por Alberto Fernández. Lasso explicó al presidente que no correspondía darle asilo a Duarte porque había cometido hechos de corrupción, y en este contexto se negó a habilitar un salvoconducto que le hubiera permitido a la ex ministra de Rafael Correa abandonar Quito rumbo a Buenos Aires.
Sin salvoconducto diplomático, Duarte podría ser apresada por la justicia de Ecuador cuando saliera de la sede diplomática de la Argentina en Ecuador. Entonces, harta del encierro en la embajada, la exministra huyó el sábado hacia Venezuela. Duarte esquivó a las fuerzas de seguridad de Ecuador que controlaban los accesos de la residencia, se tomó un avión que aterrizó en Caracas y quedó bajo la protección del dictador Nicolás Maduro.
El gobierno argentino comunicó a la presidencia de Ecuador que Duarte había abandonado la embajada sin avisar oficialmente. Fucks descubrió -el fin de semana- que la exministra ya no estaba en la sede diplomática, e informó inmediatamente a Santiago Cafiero. El canciller comentó la noticia a Alberto Fernández.
La fuga de Duarte causó una conmoción política en Ecuador. Lasso está muy debilitado y aún no puede explicar como una aliada incondicional de Correa pudo esquivar a sus fuerzas de seguridad, a sus servicios de inteligencia, a sus autoridades migratorias y a todos los controles aéreos de su país.
Maduro es amigo personal y aliado político de Correa, que está condenado en la misma causa de Duarte y tiene asilo político concedido por Bélgica. No es un hecho casual que Duarte haya ingresado sin inconvenientes legales a Caracas y que en absoluta libertad informara a Fucks que estaba en la capital de Venezuela.
Fucks comunicó a Cafiero que ya sabía el paradero de Duarte y adelantó que la exministra prófuga se aprestaba a concurrir a la embajada de Argentina en Caracas para informar que se había ido de Quito y que ponía en funcionamiento el proceso formal para coronar su situación de asilada política.
La Cancillería -para evitar otro roce diplomático con el gobierno de Lasso- emitió un comunicado oficial:
“A las 11 de la mañana (hora local) del día de hoy martes 14 de marzo, la Sra. María de los Ángeles Duarte Pesantes se hizo presente en la sede de la Embajada argentina en Caracas y fue atendida por el Embajador Oscar Laborde, y dos funcionarios de la sede diplomática.
La señora Duarte Pesantes informó que actualmente se encuentra en Caracas -sin brindar explicaciones sobre el modo en el que lo hizo, ni si se encuentra junto a su hijo- y realizó averiguaciones sobre la documentación que nuestro país le pudiera extender. Asimismo, manifestó no tener intenciones de viajar a la Argentina en el corto plazo”.
El comunicado confirmando que Duarte estaba en Venezuela terminó de astillar la relación diplomática con Ecuador. Lasso consideró que la Cancillería no había informado todos los detalles de la huida de Duarte de Quito, y decidió expulsar a Fucks, que llegará a Buenos Aires antes que concluya esta semana.
Y a continuación, en una réplica diplomática simétrica, Cafiero anunció que declaraba persona no grata al embajador ecuatoriano Monge Yoder, que debe abandonar la Argentina en 72 horas.
No hay ruptura formal de las relaciones bilaterales, pero los lazos diplomáticos entre Argentina y Ecuador quedaron muy deteriorados. Mientras tanto, Duarte está en Caracas y aguarda que Maduro -algún día- la reciba en el Palacio de Miraflores.
