SAN LUIS SE INCORPORA A LOS REGISTROS NACIONALES DE MENORES EXTRAVIADOS Y DELITOS CONTRA LA INTEGRIDAD SEXUAL
En su agenda por Buenos Aires, el gobernador de la provincia de San Luis, Alberto Rodríguez Saá, se reunió con el ministro de Justicia y Derechos Humanos de la Nación, Martín Soria, para avanzar en la incorporación de la provincia al Registro Nacional de Información de Personas Menores Extraviadas (RNIPME) y al Registro Nacional de Datos Genéticos Vinculados a Delitos contra la Integridad Sexual (RNDG). San Luis se convertirá en la novena provincia en adherir al RNIPME y en la novena en incorporarse al RNDG.
“La articulación del Gobierno Nacional con cada una de las provincias que integran nuestro país es fundamental para poder implementar políticas públicas eficientes y federales que alcancen a cada argentino y argentina que vive en nuestra Patria. La incorporación de San Luis tanto al Registro Nacional de Información de Personas Menores Extraviadas, como al de Datos Genéticos Vinculados a Delitos contra la Integridad Sexual permitirá asistir a la provincia en esas dos problemáticas tan sensibles para la sociedad”, expresó Soria.
Además de San Luis, en los últimos dos años se incorporaron al RNDG: Salta, Entre Ríos, Buenos Aires, Misiones, Santa Cruz, La Pampa, Chubut, Santiago del Estero. Mientras que en el mismo período se adhirieron al RNIPME: Buenos Aires, Misiones, Entre Ríos, Catamarca, La Pampa, San Juan, Neuquén y Santa Cruz.
El RNIPME fue creado en julio de 2003 a través de la Ley 25.746. El Ministerio de Justicia y Derechos Humanos de la Nación impulsó la articulación con distintas entidades de todo el país para fortalecer la base de datos almacenados. Durante el 2022, se registraron 1.935 búsquedas de paradero en todo el país, de las cuales 211 fueron informadas por la región de Cuyo, datos que equivalen al 11.4% del total de las búsquedas totales a nivel nacional.
Desde 2021 el equipo del Registro comenzó un proceso de recuperación, ya que había sido abandonado entre el 2016 y 2019. La discontinuidad de esta política significó para el Estado la pérdida de una herramienta fundamental a la hora de abordar los casos menores extraviados en el territorio nacional, hecho que se ve reflejado en la cantidad de búsquedas ingresadas al registro en dichos años: en los primeros años once años desde su creación, recibió un promedio anual de 3.000 casos, mientras que a partir de 2017 comenzó a registrar una merma constante en su trabajo, recibiendo en 2017 un total de 2.571; en 2018, 1.509; y en 2019, 706 búsquedas.
El Registro recibe la totalidad de la información referida a las denuncias de búsquedas de paradero, hallazgos, notificaciones de búsquedas dejadas sin efecto y cualquier otro tipo de comunicación, a través de correo electrónico oficial juschicos@jus.gov.ar, línea gratuita 142 y/o 0800-122-2442.
En tanto el Registro Nacional de Datos Genéticos Vinculados a Delitos contra la Integridad Sexual, creado en 2013 por la Ley 26.879, se ocupa de almacenar y sistematizar los perfiles genéticos de los criminales sentenciados, cumpliendo con la confidencialidad y seguridad de la información estipulada por la Ley de Protección de Datos Personales, con el objeto de individualizar a las personas responsables de este tipo de crímenes.
La incorporación de San Luis al RNDG permitirá el entrecruzamiento de los perfiles y datos genéticos almacenados por los registros provinciales y el Registro Nacional. La incorporación de las primeras nueve provincias al sistema del organismo permite que actualmente el Registro del Ministerio de Justicia y Derechos Humanos cuente con el 50% de los perfiles de condenados por delitos contra la integridad sexual en todo el país.
