EL GOBIERNO PONE EN MARCHA EL REINTEGRO DE 10% PARA COMPRAS CON TARJETA EN CARNICERÍAS
Será desde el 1° de marzo. Las carnicerías cuyo dueño sea monotributista con hasta tres empleados o que sea autónomo serán inscriptos directamente por AFIP en un registro especial.
La Administración Federal de Ingresos Públicos (AFIP) estableció el régimen de reintegros del 10% para consumidores finales que realicen compras en carnicerías con tarjeta de débito, prepagas o similares asociadas a cuentas abiertas en entidades financieras o fintech.
La medida entrará en vigencia el 1° de marzo, hasta el 31 de diciembre de este año, e incluye un diferimiento por 90 días en el pago de obligaciones impositivas a los comercios enmarcados en esta actividad.
El beneficio instrumentado a partir de la Resolución General 5330 publicada en el Boletín Oficial consiste en un reintegro del 10% del monto de la operación realizada en establecimientos dedicados a la comercialización de carne vacuna, con un tope de devolución de hasta $2.000 mensuales.
Estará vigente para las transacciones mediante terminales de pago como por medio de códigos QR. Por otro lado, el Banco Nación instrumentará para sábados y domingos un reintegro de $3.000 por compra.
Las entidades financieras deberán acreditar la suma en las cuentas de los consumidores finales a los cuatro días de concretada la operación, y el detalle deberá figurar en el resumen de cuenta físico o electrónico de los clientes.
Para ello, el organismo conducido por Carlos Castagneto creó un nuevo “Registro de carnicerías”. Los comercios que revistan la categoría de Responsable Inscripto o sean monotributistas con hasta tres empleados declarados, serán incorporados de manera automática.
El resto de los contribuyentes deberá inscribirse a través del Sistema Registral del sitio web del organismo. Allí deberán seleccionar la opción “Registros Especiales”, opción “Características y Registros Especiales” y seleccionar la caracterización “Carnicerías Minoristas – Régimen de reintegro”.
Al mismo tiempo y como parte del programa integral de impulso a la producción y consumo de carne vacuna anunciado esta semana por el Gobierno nacional, la norma otorga a los comercios inscriptos en el régimen tres meses de gracia para el pago del IVA o del componente impositivo del monotributo en los casos en que estén adheridos al régimen simplificado.
Los consumidores podrán acceder al listado de comercios inscriptos en el sitio web de la AFIP, así como el de las entidades financieras y fintech que se incorporen al régimen de reintegros. El objetivo de esta medida es estimular la formalización de la economía y el cumplimiento tributario.
