Editorial: El campo en pie de guerra
Frente a la posibilidad del aumento de las retenciones el campo empieza a agitarse
No bastaron las protestas del 2008, ni Vicentin, ni las movilizaciones de la última parte de 2020. El kirchnerismo odia al campo, creen que todos quienes producen son rentistas oligarcas y así manejan la política productiva agraria. No se les cae la cara de vergüenza de seguir metiendo impuestos, o aumentándolos, en un sector dinámico, pero que necesita previsibilidad.
Ahora la que encendió la chispa fue Cecilia Todesca, la vicejefa de gabinete, quién aseguró que estaban evaluando un aumento en las alícuotas de las retenciones, porque como no tienen tantas herramientas para generar recaudación, echan mano de lo que ya conocen. Y lo que conocen es aumentar impuestos, lo que puso en alerta a las organizaciones de productores agropecuarios.
Horacio Salaverri de CARBAP dijo en Radio Mitre que: “La reacción de los productores va a ser compleja pero mala indudablemente. El productor no puede estar pendiente todos los días de sembrar con una regla y cosechar con otra. Es imposible manejarse de esa manera”, algo totalmente entendible en un sector que no gana para sustos, y que además el gobierno lo tiene como uno de sus enemigos.
Lo que genera molestia en los sectores productivos del país, además de la falta de diálogo y de previsión en estos temas, es que el estado sigue creciendo, no se plantea ningún achique, y toda la carga recae sobre quienes intentan hacer negocios.
Vivimos en un país en dónde el 50% de la población depende del estado para vivir, sea porque trabaja en el ámbito público o porque cobra algún tipo de subsidio. Con lo cual, la carga estatal se hace insoportable para los sectores económicos, que ven como año tras año aumenta la cantidad de impuestos, o las alícuotas de los ya existentes.
Argentina tiene 180 tributaciones entre impuestos y tasas, y se encuentra entre los países con mayor presión impositiva del mundo, de allí el enojo de los productores. La falta de reglas claras de juego y la priorización de las necesidades políticas son las que ponen en estado de alerta a un sector que, desde hace más de diez años, tiene un enfrentamiento personal con el kirchnerismo.
En honor a la verdad, el campo tiene razón en varios puntos, pero uno muy saliente. Se le pide “solidaridad” o mayor sacrificio para el aporte a la crisis actual, pero la política no ha hecho ninguno. Ni siquiera se han bajado los sueldos simbólicamente los funcionarios, sino que se ha llenado el estado de militantes y de cargos políticos, y se han aumentado la dieta en el poder legislativo. El gasto político es una carga que ya no quieren soportar los productores agrarios.
Para Salaverri, la reacción de los productores rurales puede ser “la que siempre ha sido, con medidas de fuerza y ese tipo de cuestiones. Uno quiere tratar de evitarlas, pero todos los días con la guardia alta, porque todos los días hay una declaración y una medida para recaudar en un sector dinámico como somos nosotros”.
Así planteadas las cosas, y de transformarse la idea del gobierno nacional en una realidad, es probable que asistamos a un nuevo 2008, en un año electoral que puede ser adverso a las aspiraciones del oficialismo. Por ahora, los productores están en alerta, y la sociedad toda sigue esperando un plan económico apuntalado en la producción y el crecimiento, y no en la generación de subsidios, planes y trabajo estatal.
