Entrevistamos a Héctor Díaz Vega, el Diputado que busca reactivar el Sur provincial
El Diputado provincial conversó con La Voz Puntana sobre dos proyectos en los que trabaja: la concesión del Frigorífico de Unión y la reactivación de un ramal estratégico del ferrocarril Sarmiento.
La semana pasada el frigorífico situado en Unión salió a concurso para que las empresas interesadas puedan usar las instalaciones. Cuando el proyecto se originó diez años atrás la construcción del complejo ganadero fue toda una noticia para el Departamento Dupuy. Sin embargo, desde 2015 el frigorífico se encuentra en desuso.
A continuación, el Diputado Díaz Vega relata su experiencia acompañando el proyecto:
– Me gustaría que me cuentes cómo surge la idea de llevar a concurso la concesión del frigorífico.
– Es una idea que surge allá por el año 2011, porque en la zona de Unión y el sur provincial está concentrado un altísimo porcentaje del ganado bovino de la provincia. En el Departamento Dupuy, el más amplio de San Luis, prevalecen actividades como la ganadería, la agricultura, la producción de miel y algunas otras economías regionales.
Ahí surge la idea de un frigorífico en principio regional y fuimos a hablar con el Ministro de Producción de ese momento. Le propusimos hacer una obra de gran magnitud en la localidad de Unión, gracias al municipio que donaba las tierras para que se avance con el proyecto.
El Ministro observó que una gran cantidad de hacienda gorda salía del departamento hacía frigoríficos y mercados de otras provincias. Entonces decidió que el proyecto debía tener alcance nacional: un frigorífico de tránsito federal, tal como el que se construyó.
En 2014 se terminó de construir el frigorífico de Unión, aunque solo cuenta con habilitación provincial ahora. El edificio tiene una superficie de 1000 metros cubiertos y 600 semicubiertos, con una capacidad de faena para 120 bovinos y 80 porcinos.
-¿Cómo fue su participación en el proyecto?
– Yo he impulsado el proyecto en la Cámara de Diputados de la provincia y más en esta situación de pandemia donde se resintieron las economías regionales. Nosotros hicimos el seguimiento de la obra.
Al poco tiempo fue cedido a una licenciataria de Córdoba llamada Livorno, que empezó a tramitar en SENASA la habilitación para lograr el tránsito federal. Para esta firma hubieron dificultades en los requisitos que SENASA le pedía: necesitaba obras ampliatorias para tratar los efluentes. Ni la firma ni la provincia quisieron hacer esa inversión inicial.
Desde ahí hemos propuesto alternativas, como el uso local de las instalaciones.
-¿Con qué mercados podría trabajar el frigorífico?
-Hay un mercado importante al sur de Mendoza y existe la posibilidad de comerciar con todas las provincias del país. ¿Qué es lo que sucede actualmente a los productores de carne de San Luis? Tienen compradores de gordos o frigoríficos de otras provincias, que le dan valor agregado al faenarlo y luego lo consumimos nosotros. La idea ahora es hacer el ciclo completo en Unión.
– ¿Entonces se contemplaría que los pequeños productores puedan llevar sus gordos a este frigorífico?
-Si, totalmente. Tiene un matiz inclusivo. Normalmente los engordadores vienen a buscar una jaula como mínimo -35 animales-, pero en el sur hay muchos productores que engordan algunos animales pero no alcanzan a llenar la jaula. Entonces se abre la posibilidad de que estos pequeños productores puedan vender de manera directa al frigorífico sin tener que llevarlos a una subasta pública, donde el productor sólo puede defender un precio que no pone.
– Bien, lo interrumpo para preguntarle: ¿Cómo está la situación laboral en el sur provincial?
-Las actividades desarrolladas en esta región se vieron menos afectadas que otras, por haber sido declaradas esenciales. Por eso no se perdieron tantos empleos. Pero si necesita reactivarse porque todas las economías están resentidas a causa de la pandemia.
Impulsamos diferentes alternativas para que el frigorífico funcione: el complejo necesita de manera directa 35 a 40 empleados para poder funcionar, que serían más en caso que se amplíe. Estamos necesitando reactivar nuestra economía regional, que en el Departamento Dupuy depende exclusivamente de la ganadería, la agricultura, la apicultura y los recursos forestales. Un frigorífico ahí motorizaría toda la economía regional, generando empleo genuino de manera directa e indirecta.
Nuestro entrevistado reveló que su mayor anhelo es que el establecimiento pueda trabajar y comerciar a todos puntos del país. Es que la obra se enmarca en un proyecto de magnitud internacional: Díaz Vega actualmente impulsa la reactivación de un ramal del ferrocarril Sarmiento, que forma parte del Corredor Bioceánico.
Para el Diputado las posibilidades que se abren con este proyecto son innumerables.El plan permitiría unir 5 países: Chile, Argentina, Uruguay, Paraguay y Brasil. Por fortuna el proyecto fue aprobado y cuentan con el 80% del financiamiento de parte de grupos inversores chinos.
Así opinó al respecto del proyecto: ”Estamos intentando reactivar este ramal, que tendría salida a Chile: así los precios logísticos bajarían muchísimo y podrían motorizarse de nuevo todas las economías regionales por las que pasa el ferrocarril”.
